On November 22, the Department of Industry and Information Technology of the Ningxia Hui Autonomous Region approved the energy efficiency reviews for three projects: ethylene glycol production by Ningxia Kunpeng Clean Energy Co., Ltd., fine chemical products manufactured by Suli (Ningxia) New Materials Technology Co., Ltd., and the production of n-propionaldehyde and butyl octanol by Ningxia Baichuan Technology Co., Ltd. In September 2019, the ethylene glycol project of Ningxia Kunpeng Clean Energy Co., Ltd. began construction without going through the energy efficiency assessment procedures; in March 2021, the fine chemical products project of Suli (Ningxia) New Materials Technology Co., Ltd. started construction under similar circumstances; and in May 2021, the n-propionaldehyde and butyl octanol project of Ningxia Baichuan Technology Co., Ltd. also commenced construction without such approvals. The Party and Government Offices of the Ningxia Hui Autonomous Region issued relevant documents requiring the Economic Development Bureau of the Ningdong Energy and Chemical Industry Base Management Committee to send out an \"Urgent Notice on Carrying Out Rectification Work to Stop the Operation and Construction of ‘high-emission, high-consumption’ projects that were built without prior approval\" to the project developers. The Ningxia Kunpeng Ethylene Glycol project, the Suli (Ningxia) Fine Chemicals project, and the Ningxia Baichuan Isobutyraldehyde and Butyl Octanol project all implemented the required rectification measures in July 2021 in accordance with this notice, and rectification work was carried out accordingly. In accordance with the \"Notice on Issuing Relevant Documents\" and the notice issued by the Autonomous Region’s Development and Reform Commission regarding the need to ensure proper energy supply in order to promote effective investment, the Working Group tasked with curbing the uncontrolled development of high-energy-consuming projects in the autonomous region had the Ningdong Energy and Chemical Industry Base Management Committee issue letters stating the commitments regarding energy consumption substitution for the ethylene glycol project of Ningxia Kunpeng Clean Energy Co., Ltd., the fine chemical products project of Suli (Ningxia) New Materials Technology Co., Ltd., and the n-propionaldehyde and butyl octanol projects of Ningxia Baichuan Technology Co., Ltd. These letters affirm that the energy requirements for these projects will be met through energy-saving measures and improvements implemented by the key energy-consuming enterprises in the Ningdong base during the 14th Five-Year Plan period, thus meeting the requirements for going through the energy-saving review procedures. Suli (Ningxia) New Materials Technology Co., Ltd. plans to invest 2.67 billion yuan to build a fine chemical products project in the chemical industry park of the Ningdong Energy and Chemical Industry Base in Ningxia. The project is constructed in three phases. In phase 1, production facilities for isophthalonitrile, tetrachloroterephthalonitrile, and other similar products, along with the necessary auxiliary facilities, will be built. In phase 2, facilities for producing benzofuran derivatives and for incinerating hazardous waste, along with related auxiliary facilities, will be constructed. In phase 3, facilities for producing piperazine pyrophosphate, dimethomorph, and other similar products, along with the necessary auxiliary facilities, will be built. Upon completion, the facility will have an annual production capacity of 332,500 tons of fine chemical products and related derivatives. Ningxia Kunpeng Clean Energy Co., Ltd. plans to invest 4.3 billion yuan in building an ethylene glycol production facility in the Chemical New Materials Park of the Ningdong Energy and Chemical Industry Base. The project mainly involves the construction of gasification units, purification units, air separation units, ethylene glycol production units, hydrogen production units, carbon monoxide cryogenic separation units, polyol production units, sulfur recovery units, etc., along with supporting utility and auxiliary facilities, to achieve an annual production capacity of 416.41 million standard cubic meters of hydrogen, 400,000 tons of ethylene glycol, and 400,000 tons of polyol. Ningxia Baichuan Technology Co., Ltd. plans to invest 800 million yuan in building projects for normal and iso-butylaldehyde as well as butyl octanol at the Ningdong Energy and Chemical Industry Base. The project mainly involves the construction of coal-to-gas plants, facilities for producing n-butyraldehyde and isobutyraldehyde as well as butyl octanol, along with storage areas and other production-related and supporting facilities. It is designed to achieve an annual production capacity of 32,000 tons of n-butyraldehyde, 22,200 tons of isobutyraldehyde, 60,000 tons of n-butyl alcohol, and 78,000 tons of octanol, with propane being produced as a by-product. The energy conservation review comments emphasize that, on the basis of implementing the energy conservation report (final version) and the various energy conservation measures outlined in the review comments, the project developer should improve and strengthen the following energy conservation efforts in order to optimize energy usage processes. Optimize production workshops, process systems, and facility layout to reduce energy losses ; Implement the energy-saving measures proposed in the energy-saving report, such as process optimization, equipment efficiency improvements, and management-related energy savings ; Adopt advanced and suitable energy-saving technologies and processes, as well as high-efficiency energy-saving equipment.
