The meeting invited six experts to conduct a review of the railway dedicated line. The Basic Construction Department, Financial Assets Department, Strategic Planning Committee, Environmental Protection Inspection Department, Chemical Industry Division, and Enterprise Management Department of Shaanxi Coal Group, Shaanxi Tieliu Group, China Railway Xi’an Survey and Design Institute Co., Ltd., relevant design institutes, and personnel from Yulin Chemical attended the meeting. At the meeting, the Railway Design Institute presented the preliminary design plan for the railway dedicated line. The participants conducted thorough discussions and detailed reviews of the integration plan, station layout, operation and maintenance management, interface requirements, and estimated investment for this preliminary design, and formulated review comments. This preliminary design has passed the review by the expert panel, and after being revised in accordance with their feedback, it can be used to proceed with the subsequent detailed design work. At the end of the meeting, the railway design institute stated that it would earnestly implement the experts’ recommendations and make the necessary revisions to this preliminary design, thereby laying a solid foundation for the detailed design of the railway spur line. At the same time, the work pace will be accelerated, particularly in the design of the control projects, to ensure that the railway spur line can be put into operation in a timely manner, thereby facilitating the transport of coal for Project 180 as well as the export of its products. The review meetings for the dimethyl oxalate unit and the 90% process model of the ethylene glycol plant in the Ethylene Glycol Department were successfully held. From June 16th to 23rd, the review meetings regarding the dimethyl oxalate unit of the 1.8 million tons per year ethylene glycol production facility, as well as the 90% process model of the ethylene glycol plant, as part of Shaanxi Coal Group Yulin Chemical’s “Demonstration Project for the Utilization of Coal in the Production of New Chemical Materials,” were held at Donghua Technology. Relevant leaders and professional engineers from Yulin Chemical, Beijing Xinggao Chemical Technology Co., Ltd., and Donghua Engineering Technology Co., Ltd. attended this model review meeting. This review focused on aspects such as equipment layout, pipeline routing, instrument placement, and maintenance procedures. It took full account of small-diameter pipelines, pipe racks, instruments, all components, the final version of the equipment model, as well as the final online and offline instruments. Special attention was paid to whether the feedback from the 60% model review had been addressed, as well as the routing of small-diameter pipelines with a diameter of less than two inches. By optimizing the design scheme, the final design review will help reduce the project’s investment costs. During the review meeting, the company’s various technical professionals, drawing on their practical experience in engineering projects, communicated actively with the design firms and patent holders. They reviewed and improved the layout of the plant’s pipelines from the perspectives of safety, processes, operation, and maintenance, thereby ensuring the accuracy and rationality of the design work. The 90% process model review is the most important review step following a series of reviews such as the 30% model, 60% model, HAZOP, PID diagrams, and control logic; it represents a crucial stage prior to the preparation of the detailed design drawings. The successful conclusion of this review meeting ensures the convenience and feasibility of the device’s operation, maintenance, and repair in the future, paving the way for a full transition of the device to the construction and installation phase. The review meeting on the 90% 3D model of the gasification unit, as well as its operability and maintainability, for the Gasification and Purification Department was successfully held. From June 17th to 23rd, such a review meeting was conducted at Tianchen Design Institute for the 90% 3D model of the gasification unit, along with assessments of its operability and maintainability, as part of Shaanxi Coal Group Yulin Chemical’s “Demonstration Project for the Utilization of Coal in Different Forms to Produce New Chemical Materials”. Staff from the Yulin Chemical Gasification and Purification Project Team, the process package patent holders, and China Tianchen Engineering Co., Ltd. attended this review meeting. During the review meeting, professionals in process engineering, equipment, instrumentation, and electrical systems from this project team were involved throughout the process. With the support of professionals from other relevant departments within the company, and in accordance with the requirements of the EPC contract regarding digital delivery and the review of 3D models, an integrated model covering all aspects of the project was created, enabling the visualization of all elements in the plant. At the same time, the model was modified in accordance with the 60% of the 3D model review comments, with each comment being addressed one by one to ensure compliance with the review requirements, thus laying a solid foundation for digital delivery. During the review period, the technical professionals drew on their experience from operating their own factories, and held effective discussions regarding the operability and ease of maintenance for each piece of equipment, each pipeline, each valve, and each instrument. The process package patent holder provided suggestions based on experience in the operation and maintenance of complete sets of equipment. At the same time, China Tianchen Engineering Co., Ltd. carried out design optimizations on this model based on its own practical engineering experience and the suggestions put forward by the patent holders, in order to facilitate production operations after the equipment is put into use. The successful completion of these 90% 3D model as well as the usability and maintainability reviews marks the entry of the design work into its final phase, thereby creating favorable conditions for the subsequent ordering of bulk materials and the commencement of on-site construction. The “Demonstration Project for the Production of New Chemical Materials through the Differential Utilization of Coal” carried out by Yulin Chemical of Shaanxi Coal Group is currently the largest coal chemical project under construction in the world. The project covers an area of approximately 13 square kilometers, with an estimated total investment of 125 billion yuan. As a coal conversion demonstration project with the highest coal processing capacity, the greatest degree of industrial integration, the most complex technology integration, and a supply chain that is closest to the end market, this project represents, to a certain extent, the highest level of development in the coal chemical industry. It will have a profound impact on the further development and direction of China’s coal chemical industry, as well as determine the extent to which China’s coal chemical supply chain will be able to expand in the future. The project will be constructed in two phases and four stages, comprising a total of 27 process units along with associated utility systems. These mainly include the medium- and low-temperature pyrolysis of 15 million tons of coal, the production of 5.6 million tons of methanol, 1.8 million tons of ethylene glycol, 2 million tons of MTO, as well as downstream products derived from these intermediate materials. The first phase of the project requires an investment of around 70 billion yuan; it will involve the construction of facilities for producing 1.8 million tons per year of ethylene glycol, 5.6 million tons per year of methanol, and 2 million tons per year of olefins, as well as a large amount of fine chemical products derived from these olefins. The project utilizes Collin’s patented dry powder gasification technology and Japan’s patented technology for producing ethylene glycol from syngas. Shanxi Coal Group Yulin Chemical Co., Ltd. and Nippon Kako Kagaku Co., Ltd. jointly invested in establishing Shanxi Coal Group Yulin Chemical Yugao Chemical Co., Ltd. to build and operate facilities for the production of oxalate esters as well as for the hydrogenation of oxalate esters to produce ethylene glycol.
