Guangxi plans to establish the country’s first modern coal chemical industry base along the coast in the Beibu Gulf. Recently, the Department of Industry and Information Technology of the Guangxi Zhuang Autonomous Region sought public feedback on the \"Development Plan for Modern Coal Chemical Industry Bases along the Beibu Gulf Coast (Draft for Comment)\". In the Beibu Gulf region of Guangxi, specialized chemical industrial parks such as the Qinzhou Petrochemical Industrial Park and the Beihai Tieshangang Petrochemical Industrial Park have been established, creating a diversified petrochemical industry system based on oil, coal, gas, and salt. In the field of coal-based chemical manufacturing, there are key production facilities capable of producing 1.8 million tons per year of methanol, 1.2 million tons per year of acetic acid, 200,000 tons per year of ethylene glycol, and 500,000 tons per year of synthetic ammonia. Major projects such as those for converting methanol into olefins and for further processing these products, as well as projects for producing synthetic ammonia from coal and for further processing coal tar, are currently under construction. This has laid a foundation for industries related to the conversion of coal (methanol) into olefins, ethylene glycol, acetic acid, synthetic ammonia from coal, and the deep processing of coal tar. It also creates favorable conditions for the future integrated development of the coal-based chemical industry with the petroleum chemical and salt chemical industries. The plan calls for the establishment, by 2035, of a modern coal chemical industry base in the Beibu Gulf region that features distinct characteristics, advanced technology, and green, low-carbon practices, with additional output value reaching around 180 billion yuan. According to the plan, in the Beibu Gulf region of Guangxi, efforts will be focused on completing and putting into operation existing key projects, while at the same time actively seeking to implement other large-scale coal chemical projects. Push forward the commissioning of existing projects such as Huayi Phase III’s methanol-to-olefins and downstream processing facilities, and plan for new projects including coal-to-olefins, coal-to-aromatics, and coal-to-ammonia. In the Beibu Gulf region, efforts will be made to develop high-end industrial clusters in the downstream sector. Focusing on four key areas – advanced manufacturing, light industry and textiles, green energy, and carbon reduction and sequestration – the regional industry chains will be expanded, with products such as high-end polyolefins, polyester fiber materials, and chemical materials for wind turbine blades being developed, thereby creating an industrial system characterized by horizontal integration, vertical expansion, and circular connections. In terms of the industrial spatial layout, the plan proposes a strategy of \"two cores, one belt, and multiple linkages\". “The “twin cores” refer to the Qinzhou Petrochemical Industrial Park and the Tie Shan Gang (Coastal) Industrial Zone Petrochemical Industrial Park in Beihai, where efforts are focused on developing key projects as well as high-end downstream products ; “The “belt” refers to the Pinglu Canal Economic Belt ; “The \"multi-linkage\" approach covers areas such as Fangchenggang, Nanning, Guigang, and Laibin, with chemical industrial parks in these regions developing in coordination based on their respective industrial foundations. The implementation of the development plan for the modern coal chemical industry base along the Beibu Gulf coast in Guangxi is expected to lift the local coal chemical industry to new heights, serve as a model for the green development of the coal chemical industry nationwide, and promote the coordinated development of the regional economy and industries.
