Basic Information on the Construction Project Project Name: Shaanxi Yanchang Petroleum Yulin Kaiyue Coal Chemical Co., Ltd.’s 500,000 tons/year Methanol-to-Ethanol Project. Location: Within the existing factory complex of Shaanxi Yanchang Petroleum Yulin Kaiyue Coal Chemical Co., Ltd., in Yuheng Industrial Park, Yulin City, Shaanxi Province. Scope of Construction: This project requires an investment of 2,564,385,900 yuan. Building on the renovation of the existing gas purification facilities, it involves using the syngas and methanol available from those facilities to construct an ethanol production plant with a capacity of 500,000 tons per year. The construction includes renovations to the existing purification systems, gas separation units, as well as ethanol production units (for carbonylation, hydrogenation, and distillation). Additionally, auxiliary and utility facilities such as tank areas, reclaimed water treatment systems, circulating cooling water systems, and desalinated water and condensate treatment stations will be built. The project covers an area of 16.7 hectares. Existing projects: The company is located in Area C18 of Yuheng Industrial Park in Yulin City, where it is constructing a project for the comprehensive utilization of coal-based methanol production capacity of 1.4 million tons per year. To date, the first phase of this project, with an annual capacity of 600,000 tons of coal-based methanol, has been completed and put into operation. This phase includes facilities for coal preparation, gasification, shift reaction, purification, methanol synthesis, distillation, and air separation, as well as auxiliary and utility systems such as sewage treatment plants, coal storage areas, boilers, tank farms, and loading/unloading areas. Current environmental protection status of the project: Exhaust gases: Dust from the raw coal silo is removed by bag filters before being discharged through the exhaust stack on top of the silo ; The acidic gases generated during syngas purification are subjected to sulfur recovery using the ultra-supercritical Claus process; thereafter, they are burned in incinerators before being sent to the desulfurization system of the power plant boiler for further treatment and emission control ; After hydrogen is recovered from the methanol synthesis off-gases, these gases are combined with the methanol synthesis expansion gas and the non-condensable gases from methanol distillation and sent to a steam superheater for combustion; the flue gases from this steam superheater are discharged through a 40-m tall chimney ; The emissions from low-temperature methanol washing are discharged through a 70m exhaust stack ; The flue gas from the thermal power station boilers is discharged through a 153m chimney after dust removal, desulfurization, and denitrification treatments ; The VOCs emissions from the storage tank area and loading/unloading area are treated through activated carbon adsorption, while those from the wastewater treatment plant are treated via biological trickling filter + biological filtration + photocatalytic oxidation; all of these emissions are discharged through a 25m high exhaust stack ; Wastewater: Production wastewater and domestic sewage are sent to the biochemical wastewater treatment station within the plant for processing, and then to the desalination station. The treated water that meets the required standards is reused in the production process, while the remaining concentrated brine is sent to the plant’s wastewater treatment facility for further treatment; once it meets the required standards, it is returned to the plant for use ; Solid waste: Gasification slag, furnace slag, fly ash, etc. are comprehensively utilized; when utilization is not possible, they are sent to the waste dump in the industrial park for disposal. Waste catalysts and the like are recovered by the manufacturer, while used engine oil, sludge from wastewater treatment plants, etc. are stored temporarily on-site before being handed over to qualified entities for disposal. Household waste is handled uniformly by the local sanitation authorities ; Noise-generating equipment has adopted measures such as noise suppression, sound insulation, and indoor layout. II.
