Procurement conditions: For the Ammonia Synthesis Feedstock Route and Energy Conservation & Emission Reduction Project of Zhejiang Jinju Chemical Industry undertaken by China Chemical Engineering Ninth Construction Co., Ltd., the construction funds have been secured. Qualification requirements for bidders 3.1 Qualification requirements for bidders: 1. Business scope requirement: Manufacturers or distributors that are legally registered within the People’s Republic of China, possess independent legal person status, and have experience in producing and supplying the goods to be purchased ； 2. Financial capacity requirements: A general taxpayer registered and approved by the tax authorities, with good social reputation and financial condition ； 3. Requirements for production or sales capacity: There must be steel-making capabilities sufficient to support the production volume of stainless steel sheets; the production processes and equipment must comply with the relevant regulations set forth in the policies for the development of the steel industry, and a national industrial product production license is required ； 4. Requirements for quality assurance capabilities: The manufacturer must hold a national license for the production of industrial products, and the products submitted in the bid must come with product quality inspection and testing reports at the provincial or ministerial level issued over the past two consecutive years ； 5. Requirements regarding supply performance: Must have a track record of supplying goods for at least two petrochemical projects or key construction projects in the past three years; relevant proof of such performance must be provided ； 6. Requirements regarding performance credibility: Good performance credibility; no records in recent years of any incidents related to production safety, quality, or environmental protection, nor any lawsuits, arbitrations, illegal acts, or relevant administrative penalties arising from contract disputes or other similar circumstances in business operations ； 7. Other requirements: Applicants who are included by Sinopec Group Co., Ltd. and its affiliated companies on the “List of Suppliers Subject to Transaction Restrictions,” the “List of Unqualified Suppliers,” the “List of Problematic Enterprises (Individuals),” or the “Supplier Blacklist” are not permitted to participate in bidding. 3.2 Bidders shall not fall under any of the following circumstances: (1) The person in charge of the bidder is the same as that of any other bidder for this project. (2) Has a direct controlling relationship with other bidders in this project. (3) Having a management relationship with other bidders for this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②Currently under orders to cease production and business operations; having their licenses suspended or revoked; having their permits suspended or revoked; or having their qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④According to the company’s management requirements, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether consortia are accepted for this project: Yes/No 4. *Registration period: From 09:00 on February 25, 2022, to 17:00 on March 2, 2022 (Beijing time).
