Tender conditions: This project involves the overall design of the 800,000-ton/year coal-to-olefins facility at Wucaiwan, Zhundong, carried out by Xinjiang Shanneng Chemical Co., Ltd. The funding for this project comes from the company’s own resources, and the tendering party is Yankuang Xinjiang Energy Chemical Co., Ltd. The project is now ready for bidding, and a public tender is being held for its overall design. * 2. Project Overview and Scope of Bidding 2.1 Location of construction: On the west side of Shenqi Road, at the entrance of Open-pit Mine No. 4 in Wucaiwan Industrial Park, Huoshao Mountain, Wucaiwan Mining Area, Jundong Economic and Technological Development Zone, Xinjiang. 2.2 Construction scale and overview: This project uses coal from the Wucaiwan No. 4 open-pit mine as raw material, and produces MTO-grade methanol (an intermediate product) through coal gasification under pressure, shift reaction and heat recovery, low-temperature methanol washing, and methanol synthesis ； MTO-grade methanol is then processed through MTO and olefin separation to obtain polymer-grade ethylene and polymer-grade propylene monomers ； Polyethylene production through ethylene polymerization ； Propylene is polymerized to produce polypropylene products. The process technology planned to be adopted for the main production units of this project is close to or has reached the current international advanced level. The main process units of this project include an air separation unit, a gasification unit, a purification unit, a methanol unit, a sulfur recovery unit, an MTO unit (including butane recycle), an olefin separation unit, a polyethylene unit, a polypropylene unit, etc. The utility systems for this project include: power stations, plant-wide water supply and drainage systems (including fire protection water systems), wastewater treatment, reclaimed water reuse, concentration, evaporation, and crystallization processes, plant-wide power supply and distribution systems, plant-wide telecommunications systems, external piping networks, intermediate product storage areas and vehicle loading/unloading stations for liquid materials, olefin storage areas, flare systems, underground pipeline networks, air compression stations, heat exchange stations, storage and transportation systems, as well as projects outside the plant. Auxiliary facilities include, but are not limited to: the overall plant layout and transportation systems, the plant’s fire protection and gas prevention systems, the central control room, the central laboratory (environmental monitoring station), the maintenance center, warehouses for hazardous chemicals, temporary storage areas for hazardous waste, temporary storage areas for miscellaneous salts, the plant’s information management system, the comprehensive office building, the cafeteria, dormitories for shift workers, the R&D center, warehouses for finished PP and PE products, as well as various temporary facilities throughout the plant. This project is constructed in integration and simultaneously with the Wucaiwan No. 4 open-pit mine. During the design phase of this project, consideration must be given to the supply of electricity, water, heating, as well as the treatment of production and domestic wastewater for the No. 4 open-pit mine. Additionally, shared use of facilities such as office buildings, dormitories, and canteens should be taken into account to achieve optimal investment efficiency. The specific requirements and conditions for Open Pit Mine No. 4 (including power supply, water supply, heating, treatment of production and domestic wastewater, as well as the needs for living facilities such as offices, dormitories, and canteens) will be provided separately by the tenderer. 2.3 Scope of the bidding: This project involves the overall design for the 800,000 tons per year coal-to-olefins facility at Wuciwaan, Zhundong, operated by Xinjiang Shanneng Chemical Co., Ltd. The scope of work and services required includes (but is not limited to) the following: Overall design of the entire plant: Based on the feasibility study report approved by Shandong Energy Group, as well as the project’s environmental impact assessment report, technical solutions will be further developed and optimized. Before the design of the process packages is carried out, taking into account advanced and reliable process technologies available both domestically and internationally, a systematic study and optimization of the process units, utility systems, and auxiliary facilities will be conducted. The design will be carried out in accordance with the guidelines set out in the China Petrochemical Corporation’s “Regulations on the Content of Overall Design for Large-Scale Petrochemical Construction Projects” (SPMP-STD-EM2002-2016) and its appendices. The bidder shall be responsible for the final overall design documents for the project. Once the process package designs are completed, the overall design will be revised and improved accordingly ； Provide the tenderer with technical consulting services, including technical documents and technical specifications, required for the tendering (negotiation) of process packages and basic design for various units. (For details, please refer to the technical specifications in the tender documents.) 2.4 Service period: The overall design for this project is to be delivered within 4 months after the bidder receives the notice of award (or the contract award document); the electronic version shall be delivered at least 5 days in advance, and once reviewed by the tendering party and its parent company, it will be printed into a booklet. 3. Registration on the electronic platform (please log in). 4. Qualification requirements for bidders: 1. Bidders must be independent legal entities under the People’s Republic of China and must possess a valid business license ； 2. Bidders must possess and provide a valid Class A comprehensive engineering design qualification issued by the competent department for housing and urban-rural development ； 3. The project manager assigned by the bidder must possess a registered professional qualification or a senior technical title, as well as experience in the management, design, or construction of turnkey projects for coal-to-methanol to olefins plants ； The design manager holds a qualification as a registered chemical engineer and has experience in the design management of similar facilities ； Other key members of the project must have experience working with similar devices. 4. It must have a good business reputation and provide valid proof of its financial standing; it shall not be under orders to suspend operations, have its assets seized or frozen, be in bankruptcy, undergoing restructuring, or experiencing operational losses. 5. No record of improper behaviors such as bid rigging, collusive bidding, or fraud in the past three years; no serious breaches of contract. The company has a sound financial situation and good reputation, and holds valid certification for a quality management system. Scanned copies of the original certificates must be provided as evidence for evaluation (with the bidder’s official seal). The uploaded qualifications and certification documents must be genuine and valid. 6. Consortium bids are not accepted for this project. 7. Different entities that have the same person in charge or are in a holding or management relationship shall not bid for the same bid section, or for the same tender project without bid sections divided. 8. Bids from those who have been included on the supplier “blacklist” by the former Yankuang Group Co., Ltd. and its affiliated entities due to violations or other reasons will not be accepted for this project. 9. The bidder has not engaged in bid-rigging activities within the past three years, nor has it been subject to administrative penalties by relevant regulatory authorities that would prohibit it from bidding; there have been no serious breaches of contract, nor any major quality or safety incidents ； Bidders must not be listed as persons subject to credit penalties on Credit China (http://www.creditchina.gov.cn/), nor on the list of enterprises with abnormal operations, nor on the list of parties involved in serious tax-related violations; they must also not appear on the list of persons subject to credit penalties on the China Execution Information Publicity Website (http://www.court.gov.cn/), where such persons include both bidders and their legal representatives. Furthermore, they must not have any records of bribery-related crimes on the China Judgments Online Website (http://wenshu.court.gov.cn/), with bidders and their legal representatives being included among such persons. 5. Performance: From January 2010 to the deadline for submitting bids, the bidder must have experience in carrying out the overall design of coal-to-olefins projects with an investment of 10 billion yuan or more in China, and such projects must have been successfully put into operation. As proof of this experience, scanned copies of the contracts and customer verification documents must be provided. The scanned copy of the original contract should include at least: the pages with the seals of both the buyer and seller, the contract signing date, the scope of services, and other relevant information ； The user certification must be stamped by the end-user, Party A under the contract, or a third-party authoritative organization. It may take the form of an acceptance certificate, a usage certificate, follow-up records, or any other documentation that can prove that the contracted items have been successfully put into operation. The document must include key information such as the project name, the status of completion and operation, as well as the contact person and contact details. *6. *Start time for the sale of tender documents: 09:00 on March 23, 2022.
