III. Qualification Requirements for Bidders
Qualification and capability requirements for bidders for (001) High-pressure boiler feed water pumps, etc.:
1. The bidder must be an entity registered in China with independent legal person status, capable of assuming civil responsibilities independently, and in good financial condition. For manufacturing enterprises, the registered capital must be no less than 60 million yuan; for agents of imported brand equipment, the registered capital must be no less than 10 million yuan. 2. A bank credit certificate or a certificate indicating an enterprise financial credit rating of AAA level is required. 3. If the bidder is a manufacturer, it must possess the manufacturing capacity to produce the products being bid for; if it is an agent or distributor, it must have authorization from the manufacturer for this project. 4. There must be proof of experience in handling projects involving equipment of similar specifications over the past three years, along with copies of relevant performance records and representative contracts. 5. The bidder must have the capability to fulfill the contract, including the necessary professional and technical qualifications and skills, as well as sufficient funds, equipment, and other facilities. It must also have sound management capabilities, experience, and a good reputation. Additionally, its employees must not be subject to any orders to cease operations, having had their bidding rights revoked, or having their assets seized, frozen, or resulting in bankruptcy. 6. There must be no records of fraud in winning bids or serious breaches of contract over the past three years. 7. Other qualification requirements specified by ** or industry standards. 8. Any other qualification requirements outlined in the technical specifications; in case of any discrepancies between the relevant descriptions and those in the technical specifications, the latter shall take precedence.
