Lot/Package Number: E22015-INQ-32-005/01 Lot/Package Name: Chengda Company – Xinjiang Meike Chemical’s Phase 5 100,000-ton-per-year BDO Project – Formaldehyde Reactors Scope of Supply: Formaldehyde reactors (2 units in total) 2.2 Delivery Time: Bidder shall provide the fastest possible delivery time. 2.3 Delivery Location: Meike Chemical Park, No. 1 Nanyuan Road, Korla Economic and Technological Development Zone, Xinjiang, China 2.4 Quality Standards or Key Technical Specifications: Refer to the attachments in the bidding documents (to be downloaded after successful bid submission). 2.5 Other: 2.5.1 Both domestic and imported materials shall be quoted on a DDP basis, including taxes, necessary spare parts, and specialized tools. 2.5.2 Spare parts for two years are mandatory items in the quotation and are not included in the total price. 3. Qualification requirements for applicants 3.1 Qualification requirements for applicants 3.1.1 The bidder must be an independent legal entity under the People’s Republic of China, possess a valid business license, have a registered capital of 3 million yuan or more, have been in operation for at least 3 years, and be eligible to be a general VAT taxpayer. 3.1.2 Bidders must register on the China Chemical Electronic Bidding Platform, namely the “Chemical Cloud Procurement” website. 3.1.3 Manufacturers on the list of qualified suppliers for this project. 3.1.4 Meet the qualification requirements related to the project. 3.1.5 It has a good banking credit rating and commercial reputation; it has not been ordered to suspend operations, its assets have not been seized or frozen, and it is not in bankruptcy, with no property disputes. 3.2 The applicant shall not fall under any of the following circumstances: (1) Being the same person as the person in charge of another applicant for this project. (2) There is a direct controlling relationship with other applicants of this project. (3) There is a management relationship with other applicants of this project. (4) There have been the following serious adverse circumstances in business operations over the past three years: ① Being suspended, disqualified from bidding, or prohibited from participating in procurement activities by the industry regulatory authorities at or above the provincial level where this project is located, in accordance with the law. ②It is in a state where it has been ordered to suspend operations, have its license temporarily seized or revoked, its permits temporarily seized or revoked, or its qualification certificates revoked. ③Entering liquidation proceedings, being declared bankrupt, or encountering other circumstances that result in an inability to fulfill obligations. ④In accordance with the company’s requirements for applicant management, those who are prohibited from participating in procurement activities and whose restrictions are still in effect. 3.3 Whether the project accepts consortia: Yes/No. The parties involved in a consortium shall, in accordance with their division of responsibilities as stipulated in the agreement, meet the corresponding conditions and requirements set out in paragraph 3.1 of this article ; None of the parties to the consortium shall be in the circumstances specified in paragraph 3.2 of this article ; None of the parties in the consortium shall submit response documents on their own behalf, nor shall they participate in the procurement process for this project as part of another consortium.
