In line with the provisions of the \"Measures for Public Participation in Environmental Impact Assessment\" (Ministry Order No. 4), in order to enable various social organizations and the general public to understand and participate in this environmental impact assessment, the company welcomes any organizations or individuals to submit their valuable opinions or suggestions regarding the environmental aspects of this project. I. Name and Overview of the Construction Project Project Name: Shanxi Meijin Huasheng Chemical New Materials Production Project Location of the Project: Qingxu County Economic Development Zone Project Overview: Shanxi Meijin Huasheng Chemical New Materials Co., Ltd. is a wholly-owned subsidiary of Shanxi Meijin Energy Co., Ltd. The company plans to build a coking facility with an annual capacity of 4 million tons, along with related supporting facilities, in the Qingxu County Economic Development Zone. This facility will produce 300,000 tons of ethylene glycol, 155,000 tons of LNG, and 150,000 tons of sulfuric acid per year. This project is a technical upgrade initiative aimed at improving the efficiency of existing facilities by reducing large-scale operations while minimizing smaller-scale ones. Shanxi Meijin Energy Co., Ltd. currently has a coking production capacity of 4.2 million tons per year. The Qingxu County Bureau of Economy and Information Technology approved this project under Document No. Qing Jing Xin Zheng Wu Zi 26. The main construction components include: the construction of 4×70-hole JNX3-7.65-18 type single-heating top-mounted coke ovens, along with 2 sets of dry quenching units with a processing capacity of 260 t/h each. The coking section includes production facilities such as the coal preparation system, coke treatment system, coking equipment, desulfurization and denitration units, dry quenching facilities, and gas purification units (primary purification), as well as corresponding auxiliary facilities such as cooling water stations. The remaining components include gas purification units (for deep purification), converter gas purification units, blast furnace gas purification units, H2/CO separation units, dimethyl oxalate production units, ethylene glycol production units, acid production units, plant-wide storage and transportation systems, overall plant transportation arrangements, plant-wide power supply and distribution systems, plant-wide fresh water supplies, fire protection water systems, plant-wide circulating water systems, wastewater treatment systems, plant-wide gas supply systems, deaeration stations, as well as other auxiliary and supporting systems. Coke oven gas is used to produce ethylene glycol and LNG. II. Existing Projects and Environmental Protection Status Shanxi Meijin Energy Co., Ltd. is a listed company under Meijin Energy Group Co., Ltd. Meijin Energy Group Co., Ltd. was established in 1981; the companies under the group, namely Shanxi Meijin Coal Coking Co., Ltd. and Shanxi Meijin Coking Co., Ltd., are located in Qingxu County, while Shanxi Meijin Coal Chemical Co., Ltd. is located in Jiaocheng County. Together, they have a coking capacity of 4.2 million tons per year. The existing facilities of Meijin Energy Group Co., Ltd. mainly include: 4×72-hole JNK43-98D type dual-bottom-feed single-hearth rammed coke ovens, 2×72-hole JNK43-98D type dual-bottom-feed single-hearth rammed coke ovens, 4×72-hole SCD43-03 type coke ovens, as well as the supporting facilities for them. At present, the company has complete environmental protection procedures for its projects. The company has implemented strict environmental protection measures for various sources of pollution. Control measures such as dust removal, desulfurization, and denitration have been implemented for various waste gas emission sources to ensure that the levels of these pollutants in the waste gases are within acceptable limits. All production and domestic wastewater from the plant is treated and reused, with no discharge outside the plant. Effective comprehensive utilization or disposal measures have been taken for solid waste. Basic vibration reduction, noise elimination, and sound insulation measures have been taken for various noise pollution sources to ensure that the noise levels at the factory perimeter meet the specified standards.
