Bid Conditions The project related to the construction of pressure pipelines in the Methanol Plant and Gas Purification Plant of Henan Longyu Coal Chemical Co., Ltd. has been approved by the authorities responsible for project approval/authorization/registration. The funding for this project comes from internal sources, and the bidder is Henan Longyu Coal Chemical Co., Ltd. This project meets the requirements for bidding, and public bidding is now being conducted. II. Project Overview 1. Construction contents of the methanol plant (1) Replace the gas pipelines PG-15101-450, PG-15102-450, PG-15103-250/450, PG-15104-400, PG-15105-250, and PG-15107-150 in the shift unit; the original material was 20#, which will be upgraded to 20#+316L ； TV15103B is bypassed and moved upward; the material is 15CrMo ； Rectify the leak at the weld of pipeline PG-15114-500. Scope of work: Remove the pipe fittings made of the original material, grind the pipe ends to create bevels, perform TIG welding for the base layer, and replace them with pipe fittings made of a new material ； 100% RT inspection of welds is required (grade 1 acceptance); welds of 15CrMo pipes require heat treatment ； Replace the spring brackets related to the pipelines ； The pipeline layout shall be constructed in accordance with the original design or pipeline layout diagram, and a single-line diagram shall be prepared ； Dispatch of new materials, return of discarded waste materials, weld grinding, and assistance with flaw detection. (2) In the ammonia washing system of the methanol plant, the pipes PC-03806-250, PC-03806a-250/150, PC-03806b-250, PC-03807a-100, PC-03807b-100, and PC-03807-150 exhibited local thinning and suffered from leaks on multiple occasions; therefore, these pipes are being replaced, with the material being upgraded from 20G to 304. The original pipes and fittings are removed, and new pipes and fittings of appropriate material are installed in the same positions as the original ones. 2. Construction contents of the gas purification plant: 3 connection points using Rieber materials, new connection points for the CO compressor project, replacement of the E04214 liquid phase pipeline, and replacement of the PV43671 bypass. III. Qualification requirements for bidders 1. Unless otherwise specified in the tender documents, any supplier that is legally registered in China and capable of providing qualified goods and services as required, and has obtained the tender documents directly from the tender organizing department, may submit a bid. 2. Bidders shall comply with Chinese laws, regulations, and rules. 3. It should have a good business credit rating. 4. It should be capable of issuing 13% VAT special invoices. 5. Joint bids are not accepted. 6. The bidder must possess the GC2 qualification for the installation of pressure pipelines required for this tender project, and its registered capital must be no less than RMB 5,000,000 yuan. 7. The bidder must have two completed projects similar to large-scale domestic coal chemical projects, along with supporting documentation to prove this. 8. Bidders shall not fall under any of the following circumstances: 8.1 Legal persons, other organizations, or individuals that have an interest relationship with the tenderer that could affect the fairness of the bidding process shall not participate in the bidding. 8.2 The services provided by the bidder infringe upon or violate any third party’s industrial property rights, intellectual property rights, or give rise to claims. 8.3 When the legal representative or the person in charge of the entities are the same, or when different entities that have a controlling or managerial relationship bid for the same tender package. 8.4 Having been involved in bid rigging, collusive bidding, fraud to win bids, or serious breaches of contract within the past three years prior to the bid deadline, and having been subject to official reprimand within the Henan Energy and Chemical Group Co., Ltd. system. 8.5 A major safety accident or a major quality accident caused by the bidder occurred within three years prior to the bid deadline. 8.6 Being listed as a dishonest debtor on \"Credit China*\" (the status is determined based on the information available on that website on the day of the bidding; if no information about the relevant party can be found on the site, it is considered that they are not listed as dishonest debtors). 8.7 Ordered to suspend production or business operations. 8.8 Property is seized or frozen. 8.9 The bid security shall be paid from an account other than the bidder’s basic account. 8.10 Those whose right to respond has been suspended or revoked.
