This project is a collaboration between Zhejiang Satellite Petrochemical Co., Ltd. and the French company Air Liquide, aimed at making more efficient use of hydrogen resources and establishing a strategic ecosystem for hydrogen energy development. It involves investing in the Dushan Port Economic Development Zone to build a new production facility capable of manufacturing 1.75 million tons per year of new materials and products related to new energy, thereby promoting the development of the new energy and new materials industry in the Yangtze River Delta region. The total investment in the project is 11.5 billion yuan, with a land area of about 500 mu; construction is scheduled to begin by December 2021. Saturn Petrochemical is responsible for building a facility with an annual production capacity of 800,000 tons of PDH, 800,000 tons of butyl octanol, and 120,000 tons of neopentyl glycol, along with the supporting infrastructure; it also supplies hydrogen for hydrogen-energy integration projects. Air Liquide China is responsible for promoting the construction and operation of hydrogen filling stations and hydrogen liquefaction facilities. The first phase involves building a hydrogen filling station with an annual production capacity of 3,000 tons, while the second phase entails constructing a liquid hydrogen facility with an annual production capacity of 11,000 tons, along with associated infrastructure. In recent years, Pinghu and Sinopec Shanghai have joined forces to build the Zhejiang-Shanghai New Materials Industrial Park in Dushan Port Economic Development Zone. Within the park, which covers a total planned area of 11.06 square kilometers, the two parties are working together through interconnected utility tunnels, shared resources, and industrial collaboration to create an industry innovation platform on a scale of tens of thousands of acres and worth hundreds of billions. Saturn Petrochemical has been operating in Pinghu for 10 years. A company official said that this time, in order to make full use of the hydrogen-rich resources generated during the production process, the company has decided to collaborate with Air Liquide to develop an integrated hydrogen energy project. A representative from Air Liquide said that what attracts them is Satellite Petrochemical’s high-quality hydrogen-rich resources, as well as the unique geographical advantages of Dushan Port; in the future, this project could contribute to the development of the hydrogen energy industry in Zhejiang, Shanghai, and surrounding cities.
