For any other auxiliary equipment and parts that the bidder believes are necessary to be provided, the bidder is obliged to explain them so that the tendering authority can make a choice. 2.6 Delivery location: The ammonia synthesis workshop of Zhongyan Anhui Hongsi Fang Co., Ltd., located in the Hefei Circular Economy Demonstration Park, Anhui Province. 2.7 Delivery deadline: Delivery shall be completed within 180 days after the contract comes into effect. 3. Qualification requirements for bidders 3.1 Bidders shall be equipment manufacturers with independent legal person status, and their registered capital shall be no less than 50 million RMB (a copy of the business license must be provided). 3.2 Bidders must possess design and manufacturing qualifications for pressure vessels of class D and above (provide copies of relevant certificates). 3.3 The bidder shall have an effective quality management system (provide a copy of the quality system certification). 3.4 The bidder must have in China one or more records of manufacturing, supplying, and successfully operating similar structure equipment for over one year (similar structure equipment refers to heat exchangers made of 15GrMoR with a surfacing layer of S32168 and a wall thickness of ≥50 mm). (The above performance details must be supported by documents such as copies of contracts that show the equipment’s structure and materials; otherwise, they are invalid.) 3.5 The bidder is not under any order to suspend business operations, nor are its assets seized or frozen; it is not bankrupt. It has not been listed by the Supreme People’s Court as a party that fails to fulfill its obligations on the “Credit China” website (www.creditchina.gov.cn) or on various credit information sharing platforms, nor has it been classified by the administrative authorities for industry and commerce as an enterprise with serious violations of laws and poor credit record in the National Enterprise Credit Information Publicity System. 3.6 Units whose responsible persons are the same, or those that have a controlling or managerial relationship with one another, shall not submit bids for the same bid section or for the same tender project without such sections being designated; otherwise, their bids will be invalid. 3.7 Bidders shall not be enterprises listed in the \"Blacklist of Suppliers for Fixed Asset Investment (including Project Construction) Projects of China National Salt Industry Group Co., Ltd. (First Batch)\” (a total of 60 enterprises, including 17 enterprises involved in direct business activities and 43 enterprises included due to their legal representatives serving as legal representatives of other enterprises). 3.8 Bid submissions from consortia or agents are not accepted.
