The project owner is Chongqing Jianfeng New Materials Co., Ltd., and the funding for the project comes from the company’s own resources as well as funds raised through other means; the company’s contribution to the project amounts to 100%. The tenderer is Chongqing Jianfeng New Materials Co., Ltd. The project is now ready for bidding, and public bidding is being conducted for the complete set of technical and process packages (including proprietary equipment) as well as the design for this project. Project Overview: Location of construction: No. 66, Huayi Avenue, Baitao Chemical Industry Park, Fuling District, Chongqing City. Scope of construction: A project to produce 60,000 tons per year of polybutylene terephthalate adipate (PBAT) / polybutylene succinate (PBS) (hereinafter referred to as “this project”). This project is centered around a PBAT/PBS polymerization unit, and is accompanied by corresponding facilities such as finished product packaging equipment, **furan (THF) recovery equipment, PBAT/PBS finished product storage areas, raw material warehouses, raw material storage and transportation systems, a power distribution room, cabinet rooms, a central control room (which makes use of the existing space in the central control room of Chongqing Jianfeng New Materials Co., Ltd.’s Chiyuan Chemical Branch, with a rational layout), and a fire control room (also utilizing the existing fire control room of Chongqing Jianfeng New Materials Co., Ltd.’s Chiyuan Chemical Branch). Some utility systems and pipelines for raw materials and auxiliary substances, such as factory air, instrument air, nitrogen, steam, circulating water, chilled water, process water, domestic water, natural gas, desalinated water, fire-fighting water, wastewater treatment systems, BDO, THF, etc., are provided by Chongqing Jianfeng New Materials Co., Ltd.’s Chiyuan Chemical Branch; this branch only supplies these materials at the plant interfaces. The remaining aspects related to these systems, including but not limited to pipeline routing, overall layout, and power supply connections, are designed in a compliant manner by the design team. Special equipment for this project includes: esterification reactor, pre-polycondensation reactor, final polycondensation reactor, viscosity-increasing polycondensation reactor (as required by the process technology), etc. Scope of the tender: Complete technical and process package (including proprietary equipment) and design for a project with an annual production capacity of 60,000 tons of polybutylene terephthalate adipate (PBAT) / polybutylene succinate (PBS). Scope of bidding for the complete set of technical process packages: A complete set of process technology packages that are owned by the bidder or can be used by the bidder under authorized permission, which enable the tenderer to be protected from any threats and can be utilized permanently (including but not limited to proprietary technologies, patented technologies, auxiliary technologies, improved technologies, etc.), along with process design packages, personnel training, and technical services. Bidders must provide a legitimate source for the intellectual property rights; those whose intellectual property rights do not belong to them must hold a valid license for those rights. Process design package: The process design package includes, but is not limited to, design documents, operation manuals (including analysis manuals), analysis and testing manuals, HAZOP analysis reports, etc. The process design package must comply with domestic or international standards of the People’s Republic of China, such as the \"Requirements for the Content of Process Design Packages for Petrochemical Plants (Comprehensive Technical Process Packages)\\" (SPMP-STD-EM2001), the \"Notice from the Chongqing Emergency Management Bureau on Further Strengthening the Management of Safety Facility Design in Hazardous Chemicals Construction Projects\" (Yu Jing Ji Fa [2021] No. 75), and other relevant industry regulations.
