Project Overview Hualu Hengsheng (Jingzhou) Co., Ltd. has obtained approval from its superior authorities for this bidding process; the funding required for construction has been secured, and all conditions for conducting the bid are now met. A public tender is now being issued for the insulation and fire protection works of its gas power platform/syngas comprehensive utilization project. Qualified bidders are welcome to submit bids. II. Basic Information of the Project 1. Project Name: Adiabatic and Fire Protection Works for the Comprehensive Utilization of Synthesis Gas at the Gas Power Platform in the Hualu Hengsheng (Jingzhou) Co., Ltd. Plant 2. Project Category: Engineering project 3. Procurement Method: Open bidding 4. Scope of Procurement: 4.1 Division of Bid Sections: Bid Section 1: Adiabatic and fire protection construction for air separation units, including two sets of air separation units, backup systems, auxiliary internal pipe corridors, as well as substations, cabinet rooms, and hyperbolic water treatment stations within the area. This includes the assembly of insulation blocks for the turbine units, the assembly of insulation boxes/enclosures, the installation of insulating blankets and glass fiber cloth on the valve boxes of the cold boxes, and wrapping the flanges inside the cold boxes with glass fiber cloth. The detailed work shall be carried out in accordance with the design drawings. Bid Section 2: Purification (I) – Insulation and fire protection works, including Low-Temperature Methanol Wash A, Liquid Nitrogen Wash A, the purification refrigeration station, auxiliary internal pipe corridors, as well as the insulation outer pipes from the purification refrigeration station to Low-Temperature Methanol Wash AB; the detailed specifications shall be followed according to the design drawings. Bid Section 3: Synthesis (I) – Insulation and fire protection works, including the ammonia synthesis AB area, liquid ammonia spherical tank area, chemical storage areas, hazardous waste rooms, lubricant storage areas, auxiliary internal utility corridors, as well as the substations, cabinet rooms, and No. 3 circulating water station within this area; the detailed requirements shall be carried out in accordance with the design drawings. Lot 4: Insulation and fire protection works for the urea plant, including the urea plant itself, packaging facilities, bag storage areas, auxiliary internal utility tunnels, fire accident ponds, acetic acid fire accident ponds, the laboratory building, control room, fire station, the canteen and office building in the area in front of the factory, the transportation management building, the fire water station in the northern area, Station 1 for circulating water, Station 4 for circulating water, liquid condensate purification systems, the main substation (220KV), guard rooms, toilets, and auxiliary internal utility tunnels; the detailed specifications shall be determined in accordance with the design drawings. Bid Section 5: Insulation and fire protection works for the southern plant area, including the flare stack, external pipes in the southern plant area, the substation in the southern plant area, the cabinet rooms in the southern plant area, demineralized water systems, raw water purification stations, sewage treatment facilities, fire suppression tanks in the southern area, as well as substations and cabinet rooms within that area; outdoor fire protection systems for the entire plant’s water supply and drainage systems. The specific details shall be carried out in accordance with the design drawings. Note: 1) The tenderer has the right, based on the bidding situation and the overall requirements for project progress, to divide the works within a particular bid section and award separate contracts to different winning bidders ； 2) Each applicant may bid on a maximum of 2 lots, and is allowed to win 2 of them. 4.2 Duration: 60 (calendar days), subject to the start order issued by Party A. III. Supplier Qualification Requirements 3.1 An enterprise entity registered in China with independent legal person status, having a registered capital of over 20 million yuan ； 3.2、Possess a professional contracting qualification of level 2 or above for waterproofing, anti-corrosion, and thermal insulation works ； 3.3. Possess a valid work safety license issued by the competent administrative department for construction ； 3.4. Having experience with 3 or more similar or related large-scale chemical industry projects in the past 3 years (Note: The past three years refer to the period from November 1, 2019, to the present) ； 3.5 The bidder shall have sound financial conditions and the ability to fulfill the contract, including the necessary professional and technical qualifications and capabilities, sufficient funds, equipment and other facilities, management skills, experience, reputation, as well as appropriate personnel ； It has a good banking credit rating and commercial reputation, and is not under any orders to cease operations, has not had its bidding rights revoked, and its assets have not been seized, frozen, or it is not in a state of bankruptcy ； No significant violations such as bid fraud or serious breaches of contract in the past three years ； 3.6 Joint bids are not accepted for this tender, and subcontracting or assignment is not permitted ； 3.7 In the event of any discrepancy between the qualification requirements specified in this announcement and those described in the tender documents, the provisions of the tender documents shall prevail ； In the event of any discrepancies between the business-related descriptions in the tender documents and those in the technical specifications, the descriptions in the tender documents – technical specifications shall prevail.
