Bidding Conditions This Urea Framework Procurement Project of Shaanxi Yanchang Petroleum (Group) Co., Ltd. II. Project Overview and Scope of Bidding: Scale: Urea is to be purchased, with an estimated annual demand of 1,580 tons. This is a framework-based storage and consignment purchase arrangement, ensuring compliance with the requirements for industrial-grade qualified products as specified in GB/T2440-2017. Scope: It is divided into a single bid section, and the tender herein relates to: (001) Urea ； III. Qualification Requirements for Bidders (001) Qualification and capability requirements for bidders offering urea: 1. The bidder must be a legally registered domestic legal entity or other organization capable of undertaking the tendered project, and must provide a valid business license or certificate of incorporation as a public institution ； If a branch office submits a bid, it must also provide the valid business license of the head office, as well as an authorization letter from the head office granting it the right to bid on this project. 2. Provide a valid basic account bank opening permit or supporting documents for the basic account. 3. Possess the status of a general taxpayer, and provide valid supporting documents such as a certificate of general taxpayer status issued by the tax authorities, a recently issued special VAT invoice, or a screenshot of the query record for general taxpayers on the official tax authority website. 4. If the bidder is an agent, a unique authorization letter from the manufacturer for this project must be provided ； 5. It shall not be included in the list of enterprises with serious violations and dishonesty on the **Enterprise Credit Information Publicity System (http://www.gsxt.gov.cn/index.html) (blacklist); it shall not be listed on the Credit China platform (http://www.creditchina.gov.cn/) as a entity with serious dishonesty; nor shall it be included on the China Enforcement Information Publicity Website (http://zxgk.court.gov.cn/shi*n/) as a party that fails to fulfill its obligations (such parties include bidders and legal representatives). This project does not accept bids from suppliers who are listed on the list of dishonest traders of Shaanxi Yanchang Petroleum (Group) Co., Ltd. or Shaanxi Yanchang Petroleum (Group) Co., Ltd.’s Oilfield Gas and Chemical Technology Company, nor from those who have been found by the evaluation committee to have engaged in bid-rigging activities in bidding processes organized by Shaanxi Yanchang Petroleum (Group) Co., Ltd.’s Bidding Center (Shaanxi Deyuan Bidding Co., Ltd.), and who are still within the specified restriction period. 7.
