On the morning of August 9, a technical seminar on the feasibility study report for the project of clean and efficient utilization of coal in different grades at Inner Mongolia Jianfeng Coal Chemical Industry Co., Ltd., which is part of Shaanxi Coal and Chemical Industry Group and is managed by Dongxinyuan Company, was held in the company’s meeting room on the second floor. Li Yajun, the deputy general manager of the company and the director of the oil refining plant, Gao Yu’an, the assistant manager, as well as key staff from the Safety and Environment Department, the Production Department, various plants, and relevant technical personnel attended the meeting. During the meeting, the participants shared their views and engaged in discussions on various aspects of the Jianfeng project as originally designed by United Energy, including raw materials, fuel and power consumption, design standards, safety and environmental requirements, And design scale. By drawing on the production experience of Dongxinyuan Company as well as the optimized designs of other similar enterprises, they had in-depth exchanges and discussions regarding the Jianfeng project, and put forward suggestions for improvement. The holding of this meeting established the overall design and process route for the Jianfeng project, laying a solid foundation for the smooth progress of the preliminary work for this project. The preliminary project of Inner Mongolia Jianfeng Coal Chemical Co., Ltd., affiliated with Shaanxi Coal and Chemical Group, is the first project in China for the comprehensive utilization of coal on a differentiated basis. This large-scale project, which involves coal pyrolysis, coal tar hydrogenation, and coke powder gasification to produce chemical products, was constructed under EPC supervision by Shanghai Shengbang Chemical Technology Co., Ltd., also part of Shaanxi Coal and Chemical Group. It is expected to be completed and put into operation in the first half of 2014. The total investment in the project amounts to 9.67 billion yuan, covering facilities for annual production of 3.8 million tons of coal pyrolysis products, 250,000 tons of liquefied natural gas, 500,000 tons of coal tar hydrogenation products, 1.6 billion cubic meters of coal-based syngas, 200,000 tons of acetic acid, and 10 million tons of coal, as well as utility facilities such as heat, electricity, water, and gas supply. The biggest feature of this project is the comprehensive and selective utilization of coal. It begins with coal pyrolysis to extract the light and volatile components from the coal, yielding coal tar, gas, and clean raw material coke powder. Coal tar is then hydrogenated to produce fuel oil, while the excess gas is purified, methanized, and compressed to generate compressed natural gas, thus enabling efficient use of the light components in coal. Thanks to the integrated use of coal-based oil, gas, and chemical products production technologies alongside cogeneration systems, as well as the hierarchical utilization of energy and closed-loop recycling of resources throughout the entire process, the comprehensive resource utilization rate of this project approaches 100%, which will pave the way for a new era of low-carbon, environmentally friendly, and efficient development in China’s coal chemical industry. Furthermore, for the first time, this project combines the pulverized coal solid rapid pyrolysis technology, for which Shaanxi Coal and Chemical Group holds independent intellectual property rights, with the catalytic hydrogenation technology for the delayed coking of medium-temperature coal tar to produce clean fuel oils. This integration takes advantage of the strengths of both technologies, enabling maximum oil yield while ensuring high oil quality.
