Qualification Requirements for Bidders Qualification and capability requirements for bidders for project (001) The procurement of sulfur recovery catalysts for the purification unit in the syngas center of Shaanxi Yueneng Chemical Materials Co., Ltd.): 3.1. Bidders must have independent legal person status and must provide a valid business license; they must also be manufacturers capable of supplying the goods and services required for this project； 3.2 The bidder must possess a valid safety production license ； 3.3 The bidder shall have a good commercial reputation, and shall not be under orders to suspend operations nor have its assets seized or frozen ； 3.4 Financial requirements: Bidders must provide their financial audit reports for the years 2019–2021. Companies that have been in operation for less than three years must submit audit reports for the most recent available years, while those that have been in operation for less than one year must provide financial statements from since their establishment ； 3.5 The bidder shall not be included on the list of entities with serious credit violations on Credit China (https://www.creditchina.gov.cn/*nyongfuwu/shi*nheimingdan/) ； There must be no record of bribery-related crimes on the China Judgments Online website* (the persons subject to enforcement include bidders and legal representatives) ； 3.6 Units whose responsible persons are the same, or those that have a controlling or managerial relationship with each other, shall not bid for the same bid section or for the same tender project that has not been divided into separate bid sections ； Otherwise, it will be treated as an invalid bid ； 3.7 The bidder must have at least one record of similar supply performance from January 1, 2020, to the present (as of the date of contract signing) ； (A copy of the contract must be provided; the contract and its attachments should include the title page, signature page, as well as key information such as the specifications and models of the products to be supplied and the quantities) ； 3.8 This project does not accept bids from agents or consortia ； Joint bids are not permitted for this project.
