Bidding Conditions The gas chromatograph and analysis booth for the ethanol production unit in CarbonXin Technology’s Methanol Comprehensive Utilization Project have been approved, and the funding for this project has been secured. The bidder is Beijing Petrochemical Engineering Co., Ltd. This project meets the requirements for bidding, and the current bidding method is open bidding. II. Project Overview and Scope of Bidding (1) Project location: Linhuan Industrial Park, Hancun Town, Suixi County, Huaibei City, Anhui Province. (2) List of equipment for bidding: Schedule of goods requirements; detailed information is provided in the technical specifications. III. Qualification requirements for bidders 1) Bidders must be enterprises with legal person status, registered within the People’s Republic of China in accordance with the Company Law of the People’s Republic of China, and having a registered capital of not less than 10 million RMB ； 2) The bidder shall provide the business license, tax registration certificate, and organization code certificate (or business license with unified social credit code) for an enterprise that is a general taxpayer ； 3) Bidders must provide ISO9001 (or equivalent) quality management system certification ； 4) The bidder shall provide two examples of the use of this product’s gas chromatograph in petrochemical or coal chemical plants in China, where it has been in operation since January 1, 2015, and has been running at full capacity for over one year. A single contract with a supply of no less than 5 gas chromatographs is considered valid performance. Note: A clear scanned copy of the contract must be provided; this scanned copy should reflect or verify the relevant technical specifications. If it is not possible to do so, other supporting documents must be provided, such as proof from the client or technical agreements ； 5) The bidder (including its branches that do not have independent legal status) shall not have any of the following adverse credit records (a commitment letter must be provided): (1) The bidder has been included in blacklists issued by **, industry regulatory authorities, the tendering party, etc., within the past 3 years due to being prohibited from participating (either on a temporary suspension basis or with its trading rights revoked) ； (2) The bidder has been involved in major QHSE liability accidents ； (3) The bidder has been listed as a dishonest debtor by the people’s court ； (4) The bidder or its legal representative has been included in the records of bribery crimes by the People’s Procuratorate ； (5) The bidder has been included by the Market Regulation Bureau in the list of enterprises with abnormal business operations (referring specifically to enterprises with serious violations and dishonesty) ； (6) The bidder has been included by the tax authorities on the list of parties involved in major tax violation cases ； (7) The bidder is included on the list of entities with serious delays in paying migrant workers’ wages and has not had this status removed ； 6) The bidder has a after-sales service department that can respond within 24 hours and arrive at the site within 48 hours to address product quality issues ； 7) The bidder shall provide audit reports and financial statements (balance sheet, cash flow statement, income statement) issued by an accounting firm for the past three years. The debt-to-asset ratio for the most recent year must not be higher than 75%. The bidder must have a good credit rating with banks and a solid commercial reputation; it must not be under orders to cease operations or be in bankruptcy, and its assets must not have been restructured, taken over, or completely frozen ； 8) The bidder must provide a credit certificate issued by its bank within three months prior to the bid opening date ； 9) Accept bids from agents ； 10) Joint bids are not permitted for this project.
