On June 11, the Zibo Ecology and Environment Bureau accepted the environmental impact assessment report for the upgrading and renovation project of Shandong Aofan New Materials Co., Ltd.’s 34,000-ton-per-year fourth-generation new fluorine materials facility (Phase I) and made it public. Project Name: Upgrade and Improvement Project for Shandong Aofan New Materials Co., Ltd.’s 34,000 tons/year Fourth-Generation New Fluorine Materials Project (Phase I) ; Construction location: Chemical Industry Park, Gaocheng Town, Gaoqing County, Zibo City, Shandong Province ; Nature of construction: technical renovation ; Construction investment: 60 million yuan ; Construction unit: Shandong Aofan New Materials Co., Ltd ; Construction contents: The project plans to upgrade the existing facility for the co-production of perfluoropropene and pentafluoropropane from chlorotrifluoropropene, and to add new perfluoropropene separation and purification units along with related facilities, in order to optimize the production process and product structure. Upon completion of the project, the plant will maintain its total production capacity at 16,000 tons per year. The product mix will be optimized to feature a flexible production capacity of 10,000 tons per year for chlorotrifluoropropene, 5,000 tons per year for pentafluoropropane (the maximum), and 5,000 tons per year for tetrafluoropropene (the maximum). Shandong Aofan New Materials Co., Ltd. was established on August 11, 2020, with a registered capital of 120 million yuan. Since its founding, the company has been dedicated to the research, development, production, and application of functional fluorine-containing polymers and fluorine-containing fine chemicals. Starting in 2024, our country will begin to regulate HFCs, officially freezing their production and consumption at baseline levels, and gradually reducing them starting from 2029, with the goal of reducing them to 20% of their current levels by 2045; these regulated HFCs will eventually be phased out. Therefore, developing low-GWP fluorinated alternatives to replace HFCs has become an industry trend. The product with adjusted production capacity in this project is perfluoropropene (R1234ze), a new type of environmentally friendly refrigerant. Its GWP value is much lower than that of the traditional refrigerant R134a – 6 for R1234ze, compared to 1430 for R134a. Furthermore, perfluoropropene (R1234ze) has an ODP of 0, indicating that it does not damage the ozone layer; it can reduce carbon dioxide emissions by 99.6% and lower energy consumption by 27%, offering higher energy efficiency compared to the R134a refrigerant. R1234ze is non-toxic and has stable chemical properties; it is widely used in fields such as foam agents and refrigerants, and it also serves as an important intermediate in the chemical industry.
