On May 10, the first public announcement regarding the environmental impact assessment for Henan Jinhai New Materials Co., Ltd.’s billion-yuan-scale fluorosilicon new materials project was released. The project is located in the Economic Development Zone of Wuyang County, Henan Province. With a total investment of 30 billion yuan and covering an area of about 3,000 mu, it is planned to produce various new types of green, environmentally friendly refrigerants (of the fourth generation), fluorine-containing new materials, and chlorine-containing new materials. Additionally, an ion-exchange membrane caustic soda production facility along with related utility systems will be built as part of this project. To accelerate the completion of this project, on March 9 this year, Henan Jinhai New Materials Co., Ltd. held a ceremony to sign the agreement and unveil the institute for fluorosilicon new materials in collaboration with the Shanghai Institute of Organic Chemistry, Chinese Academy of Sciences. Qing Fengling, an academician of the Chinese Academy of Sciences and director of the National Key Laboratory of Advanced Fluorine-Nitrogen Materials at the Shanghai Institute of Organic Chemistry, was appointed as the institute’s director. It is understood that Henan Jinshan Chemical Group mainly produces ammonium chloride, soda ash, and melamine; it is one of China’s top 500 chemical enterprises as well as a **high-tech enterprise. Jindadi Company focuses on extending, supplementing, and strengthening industrial chains, and is planning to implement the Jinhai Fluorosilicon New Materials project, which will involve a total investment of 30 billion yuan and cover an area of 3,000 mu. This project aims to develop four complete industrial chains for fluorine-based new materials, silicon-based new materials, organochlorine materials, and new energy materials. At present, the project has passed the provincial-level joint review and approval process, and has obtained exploration rights for fluorspar and salt mines. Planning and design work is being accelerated; once it is put into operation, it will generate annual sales revenue of 100 billion yuan and tax revenues of 10 billion yuan, thereby establishing a full-industry-chain cluster worth hundreds of billions of yuan that covers brine, fluorspar, and fluorosilicon-based new materials.
