On November 22, delegates attending the 2025 High-End Development Conference on Wet Electronic Chemicals and Electronic Gases visited the Fluorine Materials Application Industrial Park in the Fushun Chenguang Chemical Industry Park, which is famous for its fluorine-related products, as well as Zhonghao Chenguang Chemical Research Institute Co., Ltd. The vehicle entered the Fluorine Materials Application Industrial Park within the Fushun Chenguang Chemical Industry Park, where a yellow loader was operating to handle materials in an orderly manner. In the distance, the boom of a crane was moving slowly, while workers were focused on their tasks at their posts. Most of the factories in the park have already had their roofs completed; only the last building is still under construction. “These factory buildings are all designed with a three-story structure, and a ‘parapet wall’ not exceeding 4.5 meters in height is installed on the top floor. In southern Sichuan, this type of factory layout is very popular among enterprises that produce finished products, as it provides the necessary space to install environmental protection facilities or implement vertical processing processes in the future. ”According to Liu Chiyu, deputy director of the management committee of Sichuan Fushun Chenguang Economic Development Zone, this is the park’s original intention regarding the use of fluorine: to be guided by the actual needs of the fluorine materials industry, rather than pursuing quick results in the short term. According to Liu Chiyu, the Fushun Chengguang Economic Development Zone has developed a modern chemical industry framework centered around the fluorine chemicals sector, featuring a chain that goes from brine resources to basic chemicals and then to new chemical materials. This has enabled the zone to move beyond the production of simple basic chemical raw materials toward a diversified industrial structure. There are 30 new-type chemical enterprises of above designated size in the economic development zone, such as Xi Aifu, Huiteng, and Fuhuaxin. Their products cover areas such as fluorine chemicals, fine chemicals, new chemical materials, and fluorine-based materials, forming a comprehensive industrial chain that includes tetrafluoroethylene, organic fluorides, and polymer fibers. The main products of these enterprises are used in industries such as aerospace, electronic information, healthcare, and new energy. Cao Jinjin from the Economic Development Bureau of Sichuan Fushun Chenguang Economic Development Zone added that, by leveraging the region’s abundant resources of brine, the park has created a rare in China integrated industrial ecosystem for chlor-alkali and fluorine chemicals. This ecosystem encompasses a complete industrial chain that starts with basic raw materials, progresses through methyl chlorides, hydrofluoric acid, and fluorine-containing monomers, and eventually leads to high-value fluoropolymer products and fine chemicals; it also enables the production of fluorine-based materials, thereby fostering a competitive advantage based on internal circulation and low costs. At present, the Fluorine Materials Application Industrial Park in the zone has hosted projects such as high-end expanded polytetrafluoroethylene, tetrafluoro fibers, fluorinated crystals, and fluorine-containing self-cleaning packaging containers. It is also equipped with professional research institutions such as the Chenguang High-Performance Fluorine Materials Innovation Center, Chenguang Experimental Center, and Chenguang Analysis and Testing Center. Liu Chiyu said that the economic development zone has built 120,000 square meters of standardized factory buildings in the fluorine materials application industrial park, and added 4,000 mu of land for chemical industries. In the future, focus will be placed on application areas such as fluorine-containing chemicals and new fluorine-based materials, wet electronics chemicals, and high-end materials for new energy batteries. Efforts will be made to establish high-standard, intelligent production bases for fluorine-based fine chemicals, industrial parks for the application of high-quality fluorine materials, and supply bases for key semiconductor materials. The development of an important hub for the \"Green Fluorine Capital of China\" will be accelerated, with the goal of creating a sophisticated industry cluster for advanced fluorine chemical materials. Humanoid robots and related materials are among the key investment attraction projects in the park. Cao Jinjin told the author that the park is actively working to develop the infrastructure needed for the humanoid robot industry, with a focus on developing seals for moving parts, gaskets, as well as fluorine-based and fluorosilicon materials to be used as the \"skin\" of robots. Many visitors said that Fushun County has clear ideas and well-defined goals in terms of industrial planning, development concepts, and strategic direction, and they look forward to establishing deeper cooperation with Fushun in the future. Li Xingfu, supervisor of the Henan Province Petroleum and Chemical Industry Association, said, \"Industrial parks not only strengthen management in the production phase and focus on investment in research and development, but they also encourage leading enterprises to explore the application of new materials at the downstream end of the fluorosilicon industry chain. This creates a better industrial environment for new material manufacturing enterprises to set up operations there, and it lays a good foundation for the development of advanced industrial clusters. Their experience is worth learning from.\" ”At the next stop, the guests visited the \"key enterprise\"—Zhonghao Chenguang Chemical Research Institute Co., Ltd. From the remote mountains to the forefront of the fluorine materials industry, they witnessed the spiritual legacy of Zhonghao Chenguang. At the company’s product booth, the \"Spirit of the Third Front\" is embodied in a portfolio of products that includes seven major series of items such as fluororesins, fluororubbers, and organic fluorine-based fine chemicals; these products are backed by nearly 200 core technical patents (including 15 patents granted abroad). Many of these technologies fill gaps in China’s domestic market and represent world-leading levels of innovation. The various products such as fluororubbers, fluororesins, and silicones displayed in the circular display cases can be regarded as the \"invisible cornerstones\" for industries ranging from environmental protection and communications to healthcare and aerospace. Seals made of perfluoroether rubber are essential core components for sealing systems in the petrochemical industry and high-end equipment ; Polyvinylidene fluoride (PVDF) resin, used as a coating material, can improve the interfacial adhesion between the separator and the electrode plates as well as the wettability by the electrolyte, thereby enhancing the safety performance of power batteries ; Special protective clothing made of polytetrafluoroethylene material provides chemical resistance and impermeability for epidemic prevention, while also ensuring breathability ; Furthermore, this material provides excellent weather resistance protection for communication station antennas, helping to ensure their stable operation... The commentator explained that Zhonghao Chenguang is one of the few companies in China capable of producing high-end fluororesins and fluororubbers independently. Its products not only break the reliance on imported high-end fluorine materials but also make \"Chengguang-made\" products the backbone supporting the upgrading of various industries. Fushun’s 60-year history of chemical industry development has integrated the essence of the chemical industry into its very fabric of growth.
