The Ministry of Ecology and Environment issued a notice regarding the prohibition of producing polyurethane products using HCFC-141b as a blowing agent. Recently, the Ministry of Ecology and Environment released the “Notice on Banning the Production of Polyurethane Products Using 1,1-Dichloro-1-fluoroethane (HCFC-141b) as a Blowing Agent”, which states the following: In order to comply with the Vienna Convention for the Protection of the Ozone Layer and the Montreal Protocol on Substances that Deplete the Ozone Layer (hereinafter referred to as the Protocol), and in accordance with the relevant provisions of the Regulations on the Management of Substances that Deplete the Ozone Layer as well as the requirements of China’s management plan for phasing out hydrochlorofluorocarbons in the polyurethane foam industry, the use of 1,1-dichloro-1-fluoroethane (HCFC-141b) will be completely banned in this industry. To achieve the objectives set out in the protocol, namely to phase out ozone-depleting substances, drive the industry toward low-carbon and environmentally friendly technologies, and promote industrial transformation and upgrading, the relevant matters are announced as follows: 1. Starting from January 1, 2026, the production of polyether and polyurethane products using HCFC-141b as a blowing agent shall be prohibited (with the exception of spray-painted polyurethane foam products). The production of refrigerator and freezer products, refrigerated container products, and electric water heater products is carried out in accordance with the provisions of the \"Announcement on Banning the Production of Refrigerator and Freezer Products, Refrigerated Container Products, and Electric Water Heater Products Using Hydrochlorofluorocarbon-141b (HCFC-141b) as a blowing agent\" (Announcement No. 49 of 2018 issued by the Ministry of Ecology and Environment) ； The production of insulation pipe products and solar water heater products shall be carried out in accordance with the provisions of the \"Announcement on Banning the Production of Insulation Pipe Products and Solar Water Heater Products Using 1,1-Dichloro-1-fluoroethane (HCFC-141b) as a blowing agent\" (Announcement No. 28 of 2023 issued by the Ministry of Ecology and Environment). II. As of July 1, 2026, the production of spray polyurethane foam products using HCFC-141b as a blowing agent shall be prohibited. III. The spray-applied polyurethane foam products referred to in this announcement are polyurethane foam materials with insulation and waterproofing properties that are applied on-site by spraying, including those specified in the standards attached hereto. IV. Environmental protection authorities at all levels should urge enterprises to strictly comply with the aforementioned regulations and effectively carry out the phase-out of HCFC-141b in the polyurethane foam industry. Enterprises that use HCFC-141b in violation of the above provisions shall be punished in accordance with the law by the environmental protection authorities in conjunction with relevant departments.
