The details of the project are as follows: Project name: Inner Mongolia Kemeite Electronic Materials Project; Construction unit: Inner Mongolia Kemeite Electronic Materials Co., Ltd ; Construction location: Tuoketuo Economic Development Zone, Hohhot City, Inner Mongolia Autonomous Region ; Project nature: New construction ; Investment amount: The total investment is 940 million yuan, of which 11 million yuan is allocated to environmental protection efforts, accounting for 1.17% of the total investment. Land area: The first phase of the project covers an area of 285.716 mu (19.05 hm2) ; Construction contents: This project will be constructed in two phases, and the evaluation covers Phase 1. The construction contents (from north to south within the plant area) mainly include an electrolyte preparation room, a gas cylinder warehouse, a filling station, electrolysis workshops No. 1–5, a distillation workshop, SF6 and CF4 purification workshops, SF6 and CF4 cleaning workshops, a power distribution area, office buildings, a cafeteria, and a substation. The total land area for the first phase is 285.716 mu, with a total construction area of 78,669 m². Upon completion, it will be capable of producing 12,000 tons per year of electron-grade high-purity sulfur hexafluoride and 2,500 tons per year of electron-grade high-purity carbon tetrafluoride, while also generating 6,500 tons per year of 40% hydrofluoric acid as a by-product.

Carbon tetrafluoride is a plasma etching gas widely used for etching silicon, silica, silicon nitride, phosphosilicate glass, and tungsten thin film materials ; It is also widely used in applications such as surface cleaning of electronic devices, production of solar cells, laser technology, gas insulation, cryogenic refrigeration, leak detection agents, control of rocket attitude, and degreasing in printed circuit manufacturing. Due to its extremely high chemical stability, carbon tetrafluoride can also be utilized in metal smelting and the plastics industry. At the same time, carbon tetrafluoride has excellent oxygen-carrying capacity, and is widely used in ultra-deep diving experiments as a substitute for ordinary compressed air.
