Announcement on the Revised Location for the Construction of Zibo Dongyue Group’s 60,000-ton-per-year R32 Expansion Project

Latest updates on Dongyue Group’s expansion project to produce 60,000 tons of R32 per year! 2025-03-28 13:02:36 On March 25, the Zibo Ecology and Environment Bureau intended to issue its approval decision regarding the environmental impact assessment document for the project aimed at expanding production capacity to 60,000 tons per year of the new refrigerant R32, and to make this decision public. To meet market demand, and leveraging Dongyue Green Cooling (formerly Dongyue Chemical)’s mature R32 production technology and operational experience, the company plans to build an expansion project with an annual production capacity of 60,000 tons of this new refrigerant (R32). The project will include facilities for producing 60,000 tons of dichlorofluoromethane (R32), as well as a refrigeration plant, power distribution rooms, cabinet areas, and circulation water systems. The project had previously received environmental impact assessment approval from the Zibo Ecology and Environment Bureau on July 7, 2021. According to that approval, the project is to be constructed within the southern factory area of Shandong Dongyue Chemical Co., Ltd., located in the Dongyue Fluorosilicon Materials Industrial Park in HuanTai, Shandong. The total investment for the project amounts to 317.9189 million yuan; the 60,000 tons per year production facility for dichlorofluoromethane (R32) along with related facilities will be built on the land left vacant after the demolition of warehouses, empty steel cylinder storage areas, product loading/unloading zones, steel cylinder workshops, and packaging workshops currently existing on the west side of the existing 40,000 tons per year R32 production plant. At present, the construction of this project has not yet begun. Taking into account factors such as market conditions and overall long-term plans, the company intends to adjust the location of the project’s construction. The original plan was to build a 60,000-ton-per-year methane (R32) production facility in the southern plant area; now, it is planned to construct a 49,000-ton-per-year difluoromethane (R32) facility in the same area of the southern plant. In the northern plant, a 11,000-ton-per-year difluoromethane (R32) facility will be built using the existing 5,000-ton-per-year R143a production facility (production of R143a will cease in the future). The total production capacity for R32 will remain at 60,000 tons per year. This project involves both the southern and northern plant areas.
