Use of MLD-SW and VELLIM modules in the Yokogawa CS3000 system

I’m new to the Yokogawa CS3000 system; today I took a look at the configuration module of our company’s system. Among them is a connection control regulating valve for the MLD-SW and VELLIM modules. The MLD-SW module outputs a signal of 0~100 to the VELLIM module, which in turn outputs a signal of 0~100 to the control valve. What are these two modules used for? What does this control loop mean? Please, an expert, explain it to me.
It feels like some kind of chain reaction, or valves that open and close conditionally
MLD-SW is a manual operator, typically used downstream of the PID module, to manually output analog values. VELLIM, on the other hand, is a rate-of-change limitation block designed to restrict the rate at which outputs change, in order to prevent jumps.
