Article 1: Each secondary unit shall establish a management support system for the operation of key units, clearly defining the management responsibilities of departments responsible for equipment management, as well as safety, production, technology, and other related departments, in all aspects of the operation management of such key units. Article 2: All secondary units that possess critical machinery sets shall establish special care teams. The head of such a team shall be the deputy plant manager in charge of equipment at the secondary unit. The team members include the deputy chief engineers for machinery, electricity, and instrumentation at the secondary unit, the heads of relevant departments in the mechanical operations section, as well as the professional staff responsible for these areas; the leaders and supervisors of the production, maintenance, instrumentation, and power supply workshops; and personnel from related departments. The special care team is responsible for the specific management of special care for the unit’s key equipment. Article 3: The secondary units shall formulate special care plans for each key unit, in line with the company’s requirements regarding charter flights and designated areas. The plan should clarify the responsibilities of personnel at all levels, and specify the inspection items, standards, frequency, and routes for routine inspections by management staff, operators, as well as personnel responsible for the maintenance of mechanical, electrical, and instrumentation systems (see Annex 2 for details). Article 4: The workshop where the critical units are located shall maintain special maintenance records for these units, which should include the inspection time, items and details of the inspections, inspection standards, key parameters, and descriptions of any abnormalities. Article 5: Secondary units shall conduct a monthly inspection to identify potential hazards in key units, preparing a detailed inspection form for each unit, with the content covering the main engines, auxiliary machines, and all auxiliary systems. Each specialty shall conduct analysis and evaluation based on the results of hazard identification. Article 6: The special care team shall organize joint inspections once a week and hold regular special care meetings once a month. The person in charge of the Mechanical Equipment Department must be notified in advance of these meetings, and unless there are special circumstances, this person is required to attend the regular special care meetings of the subordinate units. The special care meeting involves a technical analysis of the unit’s operational status and any issues that arise, formulating solutions for those problems, keeping records, and preparing minutes of the meeting. Article 7: Key units in secondary units shall have special care signs for key units in a unified format placed in a prominent location. Article 8: Secondary units shall provide technical training for the operators of key units, and they may only take up operational duties after passing the examinations. Article 9: Strengthen operational management, strictly enforce operating procedures, and it is strictly prohibited for critical units to operate under conditions of excessive temperature, pressure, speed, or load. Article 10: The startup of key units must be carried out only after inspection and approval by the departments in charge of equipment, production, technology, safety, etc. For important operations such as starting up and shutting down, the production and operation department shall, when necessary, promptly notify the supervisors of relevant personnel and units from the mechanical, electrical, and instrumentation fields to arrive at the site to carry out inspections and provide supervision. Article 11: The workshop where the key units are located shall formulate relevant emergency response plans and emergency shutdown procedures in light of possible abnormal situations, and these shall be implemented after being approved by the competent authority. Secondary units should organize relevant personnel to carry out drills on emergency response plans and emergency shutdown procedures. Article 12: In the event of abnormalities in key units or difficulties arise during maintenance, the personnel on duty shall handle such situations properly in accordance with the pre-established plans and report them promptly. The person in charge of the mobile equipment department at the secondary unit should organize relevant personnel to analyze the reasons and immediately inform the company’s mobile equipment department. If necessary, a consultation with relevant personnel should be organized. For problems that cannot be resolved, the Mechanical Equipment Department carries out technical efforts to ensure the reliable operation of the units. The production workshop is responsible for entering any abnormal situations into the equipment management information system in a timely manner. Article 13: In emergency situations, operators shall take decisive actions in accordance with the operating procedures and emergency response plans to prevent the occurrence of secondary accidents. After the unit stops operating due to a fault, a thorough inspection should be carried out; the unit must not be restarted blindly if the cause has not been identified or the issues have not been resolved. Article 14: When a key unit experiences a malfunction or is operating under suboptimal conditions, the professional supervisors in the mobile units of the secondary-level organizations shall take the lead in formulating measures, and organize relevant personnel to provide special monitoring of the equipment’s operation. The members of the special monitoring team shall increase the frequency of inspections and analyses as appropriate. Article 15: Strengthen the lubrication management of key units, strictly implement the regulations on equipment lubrication, and ensure proper management of lubricating oils, seal oils, control oils, oil circuit systems, as well as safety components. Conduct regular oil quality analysis and change the oil according to its quality. Adopt external circulation methods in line with the principle of conserving oil, improve the lubrication conditions, and extend the service life of the oil. The workshop where the critical units are located conducts a routine analysis of the lubricating oil for these units on a monthly basis. The test parameters include at least viscosity, water content, mechanical impurities, acid value, and flash point; additional analyses such as infrared spectroscopy and ferrography can be carried out as needed. Article 16: Specify the inspection and calibration cycles for the unit’s anti-surge valve, standby oil pump, and instrument protection circuits, and organize their implementation. The interlock protection system must be set to automatic mode, and interlock management must be carried out in strict accordance with the instrument interlock regulations. Article 17: Secondary units shall formulate detailed rules for the routine inspection and maintenance of online monitoring systems, and ensure proper management, maintenance, and inspection of their own online and offline monitoring equipment, so as to guarantee the good condition and normal operation of such equipment. Article 18: The Company’s Equipment Monitoring and Diagnosis Center is the specialized unit responsible for the condition monitoring of the company’s rotating equipment. It provides guidance on this aspect of work, and while carrying out its own training, it also organizes training for the monitoring personnel in the company’s subordinate units. Regular routine monitoring of key units is carried out, and monitoring reports are generated. In the event of any abnormalities, the frequency of monitoring should be increased to analyze the causes, thereby providing recommendations for the operation and maintenance of critical units. Article 19: The Company’s Equipment Monitoring and Diagnosis Center shall conduct ferrography analysis on the lubricating oil of key units on a regular basis, and issue an analysis report on a quarterly basis. In the event of any abnormalities, the frequency of analysis should be increased, the causes should be analyzed, and corrective measures should be proposed. Article 20: The management of technical documentation for key units in secondary organizations mainly includes the following documents and records: 1. Register of key units. 2. Key unit records. 3. Special care plan for key units. 4. Key unit inspection form. 5. Monthly technical analysis records and minutes of special care team meetings. 6. Operating procedures for key units. 7. Emergency plan for key units. 8. Procedures for inspection, maintenance, and repair of key units. 9. Lubricant analysis record. 10. Rotor profile.
