Design of operation platform for sampling valve at high position of pipeline

I currently have a pipe with a diameter of over 1 meter; there is a sampling valve at the top of the pipe. The pipe is 11 meters high, and below it there is a platform that is 5 meters high. At a distance of 2 meters from the sides of this platform, there is a steel structural support structure that is 8 meters high. I would like to design a sampling platform. Are there any guidelines or standards to follow? Where should I start? I would appreciate any advice from those with experience in this field. Thank you in advance.
