Installation of emergency shut-off valves on storage tanks

Where are the emergency shut-off valves for the inlet and outlet of hazardous chemical storage tanks located? Is it installed right against the storage tank?

The petrochemical regulations require that emergency shut-off valves be installed on the loading and unloading pipelines at a distance of 10 meters from the loading and unloading stations; for liquefied hydrocarbons, these valves must be placed closer to the base of the equipment.
However, clause 5.3.7 of the SH/T3007 Standard for the Design of Storage Areas in Petrochemical Storage and Transportation Systems stipulates that a main isolation valve should be installed at the point where the inlet and outlet pipes for the storage tank’s contents meet the tank body, and an operating valve should also be installed on each of these inlet and outlet pipes. Does this mean that for any material storage tank, the base valve must be a shut-off valve? Moreover, with SIS installed in the storage tank, it is also required that emergency shut-off valves be located at the base of the tank for the instrumentation purposes.
Cut-off valves have a relatively high failure rate; if a tank bottom valve is used as a cut-off valve, repairs in case of a failure become very troublesome later on, as the contents essentially have to be emptied
