Installation of the liquid discharge safety valve

Dear sea friends: We have a safety valve designed to protect the heat exchanger; the medium that is released by this valve is in liquid form, and it is discharged into other equipment in a sealed manner. This equipment is located much higher than the heat exchanger. Currently, the safety valve is installed near this equipment, but due to the effect of the liquid column, the pressure drop in the pipeline leading to the safety valve has already exceeded the 3% threshold set for pressure control. If installed near the heat exchanger, liquid will accumulate behind the safety valve. The standards also do not specify how to install the liquid-phase safety valve; they only state that using a pilot-operated safety valve allows one to disregard the 3% pressure setting requirement. I wonder what everyone thinks, and how it should be installed.
The outlet of the safety valves for our two liquid phases both point downward.
It goes downward, but what if the safety valve is too far away from the equipment it is supposed to protect?
