Are ESD systems and SIS systems the same thing?

We usually assume that ESD systems and SIS systems are the same thing, but I met someone from a design firm who said that given the user’s process conditions and relevant installation specifications, an ESD system is sufficient (without specifying which guidelines these are, and there’s no clear reference for them), and a SIS is not needed. ESD is the abbreviation for Emergency Shutdown Device, which refers to the emergency shutdown system.
