Discussion on the sequential arrangement of high temperature, high pressure and low temperature/pressure levels in UOP hydrocracking!

Why are no low liquid level interlock cut-off valves installed in the cold and hot high-pressure sections of UOP hydrocracking units, as well as in the recycle hydrogen desulfurization tower? Is this approach reasonable? What is the reason for this?
That’s unreasonable; I have interlock cuts here as well
