Yokogawa DCS redundancy switching issue

I don’t quite understand the redundant switching mechanism of DCS Yokogawa; those Japanese guys didn’t include the information in the manual. I’m very confused; I hope fellow netizens can give some advice.
Just in terms of the controller, it is actually fault-tolerant. It is the I/O module that is redundant.
If you hate those little Japanese so much, why do you still choose them?
It seems that a vote is needed; it should be cut only if there’s no consensus
