Questions regarding the compressor loading and unloading cycles

In the PLC control of some compressors (such as air compressors and refrigeration units), there are two parameters: the loading cycle and the unloading cycle, measured in seconds. But I don’t know what it means. For example, if the loading cycle is set to 180 seconds, it can be understood as the time taken by the unit to carry out the loading action being 180 seconds, or it can also be interpreted as the loading action being performed every 180 seconds. What exactly does it mean? Do different manufacturers have different meanings?
