Safety valve backpressure issue

Dear experts, I would like to seek advice regarding an issue related to the back pressure of safety valves: The operating pressure of the boiler is 3.53 Mpa. The safety valve in the gas collection box also operates at 3.53 Mpa, with a set pressure of 3.67 Mpa. The bubble safety valve operates at 4.0 Mpa, with a set pressure of 4.25 Mpa. Now, the owner wants to adjust the set pressure of the safety valve in the gas collection box to around 3.9 Mpa. I was wondering if raising it to 3.9 Mpa could cause the bubble safety valve to activate first? They said the theoretical back pressure is 0.4 Mpa. Please, experts, help me take a look. Thank you! ! ! If other parameters are needed, I will add them.
No, our boiler uses either a steam header of 3.9, a drum of 4.0 or 4.04; it’s the steam header that triggers the operation first
