Grounding issue of electric valves at oil terminals

Dear friends, during a recent inspection of the terminal – which is a liquid chemical handling terminal – it was specified that the enclosures of all electric valves at the terminal need to be individually grounded through static electricity, connected to flat steel bars； But I don’t know why it wasn’t designed or constructed back then; is grounding necessary or not? According to relevant regulations, all live metal enclosures must be grounded – does this refer to our situation?
Do you mean the valve housing? The valve housing is connected to the actuator; if the actuator is explosion-proof, one of the wires is used for grounding
The actuator is explosion-proof; what I want to mention is also the grounding of the electric valve housing； Colleagues consider the internal neutral grounding to be different from the casing grounding; even if the neutral is grounded, all live metal casings still need to be grounded.
