Awesome instrument ground wire

This is the volumetric flow meter on-site; the two wires coming from below are directly welded to the flanges on the left and right sides. Are these two wires the instrument ground wires? Is this wiring in compliance with relevant standards? Is there any technician who works with instruments available to help answer this question? Thank you!
The electromagnetic flowmeter itself does need to be grounded
This grounding is intended to prevent static electricity on the pipes, and it has nothing to do with the grounding of the shielding layer for instrument signals.
This is an equipotential bonding; the dual-colored wire on the side should be the ground wire, right?

The electromagnetic flowmeter needs to be connected to ground – no problem.
To prevent static electricity buildup, grounding is essential.
It won’t work if this ground is connected to the pipe, right?
