CV priority order in APC

I would like to ask: in APC advanced control, how is the priority order of the controlled variables determined? Is it based on process requirements? For example, in the vapor-phase propane removal column, the CV priority order is reflux drum level > top temperature = bottom temperature > reflux feed ratio. How is such an order determined?
Most of the people here are involved in maintenance; APCs with advanced control functions are generally out of reach for ordinary people.
