I have a rough understanding of this issue. Water-based oil refers to medium-temperature coal tar with a density of less than 1. In the coal fuel industry, medium-temperature coal tar is processed by removing various impurities and asphaltenes, and the fraction with a boiling point below 380 degrees is then used as coal fuel. For fuel oil, coal-based fuel seems to be of better quality at present, but its cost is relatively higher compared to marine-grade oil. I hope other experts can answer!
