Xinjiang Yili Xintian Coal Chemical’s 2 billion cubic meter coal-to-gas project completed successful commissioning Author/Source: Date: 2017-03-28 Clicks: 37 Recently, the plant of Xinjiang Yili Xintian Coal Chemical Co., Ltd., whose capacity is 2 billion cubic meters of coal-to-gas per year, was successfully commissioned on its first attempt, and qualified natural gas has now been produced! On March 10, 2017, Xintian Coal Chemical held its shareholders’ meeting, board of directors meeting, and supervisory board meeting to discuss the work plans of the company’s management team. It was decided to make every effort to advance the commissioning process, with the goal of starting operations and achieving full production as soon as possible, while adhering to all legal and regulatory requirements. On March 1, 2017, commissioned by the **Development and Reform Commission, the Petroleum and Chemical Industry Planning Institute organized an evaluation meeting in Beijing for the \"Application Report for the 2 billion cubic meters per year coal-to-natural gas project of Yili Xintian Coal Chemical Co., Ltd.\" The assessment indicates that this project falls under the category of new projects outlined in the **13th Five-Year Plan for the Development of Advanced Coal Processing Industries**; it is in line with relevant planning and industrial policies as well as local plans. The project has sufficient resources and market conditions, a clear target market, and all necessary supporting documents, including those related to planning, land use, environmental impact assessment, energy evaluation, and water resource assessment, have been prepared and approved by the relevant authorities. This project involves the construction of coal-to-natural gas facilities in areas rich in coal resources, and it holds great significance for addressing China’s natural gas shortage, achieving clean and efficient conversion of coal resources in Xinjiang, boosting local economic development, supporting air pollution control in the eastern regions, advancing the localization of technologies and equipment for advanced coal processing, and serving as a model for industrial upgrading. This project undertakes the tasks of wastewater treatment for fixed-bed coal gasification under pressure, as well as the demonstration of domestic development of key equipment, and its implementation plan is feasible. The project’s construction scale, energy consumption, water consumption, and other related parameters meet the **specified requirements. Once the project is operational, there will be zero discharge of wastewater, all gaseous pollutants will be emitted within acceptable levels, and solid waste will be disposed of safely, so as not to have a significant impact on the local ecosystem. After the meeting, the Petroleum and Chemical Industry Planning Institute will prepare an evaluation report and submit it to the **Development and Reform Commission, so as to facilitate the early approval of the project and its prompt commissioning for operation. Project Overview: Project Name: Yili Xintian Coal Chemical Co., Ltd.’s 2 billion cubic meters per year coal-to-natural gas project. Nature of the project: New construction. Owner of the project: Yili Xintian Coal Chemical Co., Ltd. Location: Approximately 18 km northwest of Yining City, and 10 km northwest of Bayandai Town. Scope of construction: The total area of the project site is 200.4 ha. This project uses coal as raw material, and through processes such as coal preparation, gasification, shift cooling, low-temperature methanol washing, sulfur recovery, and methanation, it produces natural gas. The product is transported via the West-to-East Gas Pipeline Project Phase II. The coal used for project production is sourced from Mine No. 4 in the Yibei area of the Yining mining region, with a total coal consumption of approximately 6.38 million tons. The project scope includes: 2 billion cubic meters per year of coal-to-natural gas production, 3×50 MW generator sets paired with 4×480 t/h high-temperature and high-pressure coal powder boilers; accompanying off-site facilities include water transmission pipelines, coal conveyance tunnels, gas transmission pipelines (from the plant site to the Yining terminal of the West-East Gas Pipeline), ash and slag storage areas, and evaporation ponds. The environmental protection facilities included in the project’s components are systems for treating wastewater, exhaust gas, and waste residues; these include sulfur recovery systems, gas-water separation units, ammonia recovery systems, phenol recovery systems, wastewater treatment plants, systems for treating saline wastewater, multi-effect evaporation and crystallization processes for concentrated brine, landfills for hazardous waste, evaporation ponds, ash disposal areas, as well as high-efficiency bag filters equipped with on-site thermal power plants, ammonia-based desulfurization devices, and low-nitrogen burners combined with SCR denitrification systems. Design division of responsibilities: China Tianchen Engineering Co., Ltd. serves as the main design institute, being responsible for purification and all plant utilities ； Saiding Engineering Co., Ltd. is responsible for the gasification and shift sections ； Donghua Engineering Technology Co., Ltd. is responsible for the water treatment portion ； Hualu Engineering Technology Co., Ltd. is responsible for the methanation section. EIA process: On April 11 and September 23, 2014, the first and second public announcements regarding public participation in the EIA were posted on the website of the Environmental Protection Department of the Xinjiang Uygur Autonomous Region. In October 2014, the Department of Environmental Protection of the Xinjiang Uyghur Autonomous Region issued the \"Preliminary Opinions on the Environmental Impact Assessment Report for the 2 billion standard cubic meters per year coal-to-natural gas project of Yili Xintian Coal Chemical Co., Ltd.\" (Document No. Xin Huan Zi [2014] 396). On May 8, 2015, the Ministry of Environmental Protection accepted the environmental impact assessment report for this project. From May 19 to 21, 2015, the Environmental Engineering Assessment Center of the Ministry of Environmental Protection organized a technical assessment meeting for the project’s environmental impact assessment in Yining City, Xinjiang. On June 17, 2015, the **Ministry of Environmental Protection officially began reviewing the environmental impact assessment documents for Yili Xintian Coal Chemical Co., Ltd.’s coal-to-natural gas project with an annual capacity of 2 billion cubic meters. On June 26, 2015, the Ministry of Environmental Protection issued the \"Notice on Not Approving the Environmental Impact Assessment Report for the 2 billion cubic meters per year coal-to-gas project of Yili Xintian Coal Chemical Co., Ltd.\" (Document No. Huanban Han 1046), thereby rejecting the environmental impact assessment report for this project. On February 26, 2016, the Ministry of Environmental Protection accepted for the second time the environmental impact assessment documents for Yili Xintian Coal Chemical Co., Ltd.’s coal-to-natural gas project with an annual capacity of 2 billion cubic meters, and made them public. On April 22, 2016, the Ministry of Environmental Protection made public the \"Statement on Public Participation in the Environmental Impact Assessment for Yili Xintian Coal Chemical Co., Ltd.’s 2 billion cubic meters per year coal-to-natural gas project\" as well as the \"Report by the People’s Government of Yili Kazakh Autonomous Prefecture regarding the public disclosure related to the environmental impact assessment of Yili Xintian Coal Chemical Co., Ltd.’s 2 billion cubic meters per year coal-to-natural gas project\". On September 28, 2016, the Ministry of Environmental Protection accepted the environmental impact assessment documents for Yili Xintian’s 2 billion yuan worth coal-to-natural gas project. On December 6, 2016, the approval was given for the Environmental Impact Assessment Report of Yili Xintian Coal Chemical Co., Ltd.’s project to produce 2 billion cubic meters per year of coal-based natural gas.
