Recently, Fuyang City in Anhui Province released the “List of Proposed Projects for Major Scientific and Technological Projects in Fuyang City in 2021 under the ‘Open Bidding’ mechanism.” Among them, the project titled “Synthesis and Copolymer Modification of Polyglycolic Acid (PGA), a Coal-Based Biodegradable New Material,” proposed by Anhui Haoyuan Chemical Group Co., Ltd., was successfully bid for by the Hefei Institutes of Physical Science, Chinese Academy of Sciences. “\"Revealing challenges and appointing leaders\" is a new model for organizing scientific research; it involves posting scientific research projects that require solution, and those with the capability take on these tasks, with the aim of overcoming critical bottlenecks. The release of the 2021 “Call for Proposals” list marked the first time Fuyang City has issued such a call to external parties. Upon successful submission of the proposal and approval following evaluation, the Municipal Finance Bureau will provide financial support on a grant basis, offering up to 2 million yuan in assistance per project to the entity that issued the call for proposals. In addition to PGA, Anhui Haoyuan has also launched a 300,000-ton PBAT project in the field of biodegradable materials. Among them, the first batch of 60,000 tons of PBAT at one of the production lines is expected to be put into operation in May 2022. On December 16, 2020, Anhui Haoyuan Chemical planned to construct a project in the Fuyang Coal-Based New Materials Industrial Park, with a total investment of 1,291.23 million yuan, aimed at producing 300,000 tons per year of fully biodegradable plastic (PBAT). This involved building production facilities for such plastic, as well as the necessary utility systems and auxiliary infrastructure. The project is implemented in two phases: Phase 1 involves the construction of a production facility capable of producing 100,000 tons of PBAT per year, along with related supporting facilities; Phase 2 involves the construction of a facility capable of producing 200,000 tons of PBAT per year, along with related supporting facilities. Once the project is completed and put into operation, it will generate additional sales revenue of 4.786 billion yuan, with annual profits and taxes amounting to 587 million yuan. On May 20, the **Polymer Materials Quality Inspection and Testing Center (Anhui), located in Tongcheng, Anhui Province, signed a research cooperation agreement with the Hefei Institute of Physical Science, Chinese Academy of Sciences, for the \"Performance testing of PGA\" sub-project under the Fuyang City project titled \"Synthesis and copolymer modification of coal-based biodegradable new material polyglycolic acid (PGA)\”. According to the terms of the agreement, the **Polymer Quality Inspection Center is primarily responsible for testing parameters such as the basic properties of synthesized PGA and modified PGA, as well as their degradation rates within the project. High-molecular-weight PGA is synthesized from coal-based dimethyl oxalate through reactions such as hydrogenation, catalysis, and polymerization.
