The environmental impact assessment for Shaanxi’s coal tar deep processing and multi-product integrated utilization project has been approved (attached is the product plan table). On May 8, the Shaanxi Provincial Environmental Protection Department planned to issue a decision regarding the environmental impact report for Shaanxi Jingyi Chemical Co., Ltd.’s coal tar deep processing and multi-product integrated utilization project. The project is scheduled to begin construction officially in August 2017, with the goal of completing it and putting it into operation by the end of June 2019. The public notice period is from May 8, 2017, to May 12, 2017. The proposed site for the project is located in the Jinjie Industrial Park, Shenmu County, Yulin City. The construction activities will include a new type of coal pyrolysis unit with an annual capacity of 1.2 million tons, a coal tar pretreatment unit with an annual capacity of 600,000 tons, a phenol removal and refining unit with an annual capacity of 40,000 tons, a fluidized bed hydrocracking unit with an annual capacity of 500,000 tons, a fixed bed hydrocracking unit with an annual capacity of 450,000 tons, a naphtha continuous reforming unit with an annual capacity of 400,000 tons, an aromatic extraction unit with an output of 240,000 cubic meters per hour, a coal-to-hydrogen production unit with an output of 40,000 cubic meters per hour, a hydrogen purification (PSA) unit with an output of 30,000 cubic meters per hour, a sulfur recovery unit with an annual capacity of 8,000 tons, as well as 3 boilers with a capacity of 160 tons per hour and 2 steam-driven generators with a capacity of 30 MW each. The total investment in the project amounts to 4,688.67 million yuan, of which 331.807 million yuan is allocated to environmental protection measures, accounting for 7.1% of the total investment. The Shaanxi Jingyi Chemical Coal Tar Deep Processing Project was invested and constructed by Shaanxi Hengyuan Coal and Electricity Group Co., Ltd. The pyrolysis of raw coal for this project is carried out on a large-scale basis using furnaces with a capacity of 150,000 tons per year ; Coke quenching makes use of the dry quenching technology for semi-coke, jointly developed by Shandong Haotong Energy Saving Service Co., Ltd. and Shandong University of Technology, enabling the simultaneous recovery of waste heat from semi-coke and its dry quenching. Coal tar hydrogenation makes use of the most advanced hydrogenation technology in China, namely the combined fluidized bed and fixed-bed hydrogenation process for coal tar fractions developed by Sinopec Fushun Research Institute. This is a new generation of production process designed specifically for low-quality coal tar feedstocks. Sinopec has already built a demonstration plant with an annual capacity of 50,000 tons in Nanjing, and it has passed expert evaluation.
