On July 16, a meeting to discuss the Shanxi Lu’an 1.8 million-ton high-sulfur coal clean utilization project for integrated oil, chemical, and thermal production, as well as a kickoff meeting for this project, was held in Beijing. Xiao Yaning, deputy general manager of Lu’an Group, Liu Bin, special advisor, staff from relevant departments of Lu’an Group, as well as technical personnel from Zhongke Synthetic Oil Company, Huisheng Company, and Sinochem Second Construction Group attended the meeting. A mobilization meeting was held for the launch of Shanxi’s 1.8 million-ton coal-to-oil project. At the meeting, Sinochem Synthetic Oil Company, Huisheng Company, and Sinochem Second Construction Group each reported on the progress of the projects they are responsible for as well as the preparations needed before the project kicks off. It is understood that Zhongke Synthetic Oil Company is responsible for the construction of the oil synthesis unit area and the processing unit area for Project 180. In order to optimize the production process and ensure stable operation after commissioning, the company will implement 50 technical improvement projects on the oil synthesis units and processing units. The two parties communicated and coordinated regarding the timeline and technological processes for the technical upgrade project, and arranged relevant tasks around the commissioning date. In accordance with the commissioning plan, Lu’an Coal-based Clean Energy Company conducted a comprehensive review of the commissioning progress of Project 180 and made detailed arrangements for the current key tasks. To date, 83.3% of the overall commissioning work for the project has been completed. 95.8% of the equipment commissioning has been completed ; 92.4% of the commissioning work for the instrument valves has been completed ; 94.8% of pipeline purging and flushing tasks have been completed, while 78.4% of the compressor load tuning work has been finished. Solid storage and transportation, thermoelectric unit #3 furnace, regulation reservoir, air compressor station, deoxygenated water station, circulating water plant, and air separation units #1 and #2 turbines are all operating normally. Systems such as instrument air, plant air, fire water, circulating water, desalinated water, process water, domestic water, 0.8MPa nitrogen, 8.6MPa nitrogen, and sewage biological treatment have been put into normal operation. Xiao Yaning, the deputy general manager, pointed out that details determine success or failure. The 180 project is now in the preparation phase for commissioning, and all construction units must pay closer attention to the timing of tasks and adhere to strict work procedures. They need to organize the final preparations as well as all tasks required before commissioning, so as to ensure the smooth start-up of the project ; China Science Synthetic Oil Company must, in accordance with the commissioning schedule, complete the technical upgrades swiftly and efficiently while ensuring construction quality, and actively carry out inspections for potential issues in the equipment ready for use and take corrective actions to ensure that the project is commissioned on schedule. At the same time, all departments of coal-based clean energy companies must attach great importance to this matter; by strengthening the training of existing employees, they should also actively recruit high-level technical talent to ensure a competent workforce for the operation of the projects. The integrated demonstration project for the clean utilization of high-sulfur coal for oil, chemical, and thermal applications in Shanxi Lu’an is located in the Wangqiao Industrial Park, Xiangyuan County, Changzhi City, Shanxi Province. It was invested and constructed by Shanxi Lu’an Mining (Group) Co., Ltd., and it represents a key project focused on during the 12th Five-Year Plan period, as well as a crucial initiative for Shanxi Province’s industrial structure transformation. Using coal with high sulfur, high ash content, and high ash fusion point as raw material, the project employs the SHELL dry powder gasification process to achieve a technological breakthrough with the first powder gasifier having a capacity of 3,000 tons per day. At the same time, the Fe-based high-temperature slurry-bed F-T synthetic oil technology with complete independent intellectual property rights developed by CAS is adopted.
