For many years, “Lu’an Coal-to-Oil” has been a focus of public attention, receiving widespread interest and high expectations from within and outside the country as well as across the province. Through hard work and perseverance, clear waters and peace have become a reality. On December 29, 2017, the entire production process of Lu’an’s 1.8 million tons per year integrated demonstration project for the clean utilization of high-sulfur coal for oil, chemical products, and heat generation was completed, with qualified petroleum products being produced. This marked another significant milestone for Lu’an Group in its efforts to develop coal-based synthetic oils. The Lu’an 1.8 million tons per year integrated demonstration project for the clean utilization of high-sulfur coal for oil, chemical, and heat production includes an indirect coal liquefaction line with a capacity of 1 million tons per year, as well as a plant for processing cobalt-based Fischer-Tropsch synthesis crude oil with a capacity of 800,000 tons per year. Together, these facilities enable the production of 1.8 million tons of oils and chemicals per year; this project is commonly referred to as the “180 Project”. In July 2012, Lu’an’s “180 Project” received approval from the **National Development and Reform Commission**; the commission included it in the **Plan for the Layout and Adjustment of Productivity in Key Industries**. Shanxi Province designated this project as a key benchmark for transformation within the **comprehensive reform pilot zone**. **While Shanxi Province uses it as a model for transformation, it also assigns it the role of an innovation demonstration. At the 11th Party Congress of Shanxi Province, Luo Huiqing, Secretary of the Provincial Party Committee, stated that modern coal chemical industry should \"as soon as possible develop a path for growth that is distinct from that of petroleum-based industries, featuring differentiation, high-end characteristics, large-scale production, and an international orientation.\" Lou Yangsheng, governor of Shanxi Province, emphasized in the province’s **Work Report** that it is necessary to develop a differentiated and high-end coal-based chemical industry, and to accelerate the construction of projects such as Lu’an’s 1.8 million-ton coal-to-oil facility. " In line with the strategic plans set by the Shanxi Provincial Party Committee and the provincial government, Project 180 of Lu’an Group has been launched promptly. In 2017, operations progressed from boiler ignition and system purging, through unit testing and the official operation of the dedicated railway line, to the ignition of the first gasifier in the gasification unit; the purification system began to receive gas, FTO synthesis produced intermediate oil products, until the entire process flow of the facility was operational. On the 8,032-mu area dedicated to technological innovation on the east bank of the Zhanghe River, in the Wangqiao New Coal Chemical Industry Park, Lu’an Group has focused on integrating industry, academia, research, and application, as well as adopting a model of \"platform-based innovation + open innovation.\" It has successfully developed \"five different paths for industrial development.\" Unlike those paths related to the production of petroleum-based high-end waxes, high-quality lubricant base oils, high-end lubricants, special fuel oils, hydrocarbon-based environmentally friendly solvents, and specialty chemicals, this approach serves as an example of independent innovation and circular development. Currently, Lu’an Group has become the third company in the world, after Sasol in South Africa and Shell in the Netherlands and Belgium, to be able to produce high-melting-point fischer-tropsch waxes independently, filling a gap in China’s industry. 5 major categories, 48 specifications, and 180 models of high-end fine chemicals enable the maximization of coal’s value and the optimization of environmental benefits, providing a new paradigm for Shanxi Province to \"become a global hub for the transformation of coal-based scientific and technological innovations\" and a \"leader in the national energy revolution\".
The Lu’an coal-to-oil project faced many difficulties, but it was finally brought online successfully, which relieved all the organizations involved. The project owner could now report back to their superiors. Unfortunately, a fire broke out shortly after it started operating. It is said that Lu’an is planning larger projects; it seems Lu’an has ambitious goals!
