The project was designed by Changling Refining & Chemicals Yueyang Engineering Design Co., Ltd., and it utilizes the wide-range coal tar hydrogenation technology developed by Changling Refining & Chemicals Technology Development Co., Ltd. On June 11, the 500,000-ton/year coal tar refining unit as part of the first phase of Gansu Honghui Energy & Chemical Co., Ltd.’s project for the selective utilization of coal was successfully put into operation, with high-quality product output. This project is the largest wide-range coal tar refining facility in China. It was designed by Changling Refining & Chemical Yueyang Engineering Design Co., Ltd., which is also responsible for PC management and commissioning services. The process technology utilized is the wide-range coal tar hydrogenation technology developed by Changling Refining & Chemical Technology Development Co., Ltd. The facility comprises six main sections: pretreatment, liquid-phase hydrogenation, hydrogenation refining and product distillation, hydrocracking and product distillation with absorption stabilization, desulfurization and wastewater stripping, as well as utility systems. It is capable of processing 500,000 tons of medium- and low-temperature coal tar per year, with a total investment of around 700 million yuan. Changling Refining & Chemical Yueyang Engineering Design Co., Ltd. has been dedicated to the development and application of coal tar hydrogenation engineering technologies, and has obtained 9 invention patents for such technologies. In the 1990s, in collaboration with Changling Refining & Chemical Technology Development Co., Ltd., research on China’s earliest coal tar hydrogenation reforming technology was initiated, and the country’s first industrial plant with a capacity of 10,000 tons was designed and built – the Yunnan Jiehua 10,000-ton coal tar hydrogenation reforming plant, which has been in operation since May 1997. This project represents an advanced domestic technology for the deep processing of wide-distillation coal tar. Since its launch in June 2014, Changling Refining & Chemical Yueyang Engineering Design Co., Ltd. has boldly adopted digital design methods, and together with research and development institutions such as Changling Refining & Chemical Technology Development Co., Ltd., it has developed the corresponding process packages. The production process makes use of technologies such as efficient slag removal, membrane desalination, and liquid-phase hydrogenation. During the project construction, Changling Refining & Chemical Yueyang Engineering Design Co., Ltd. dispatched several project management experts to address on-site various construction challenges such as permafrost in the northwest region and difficulties associated with winter operations. These experts coordinated between the construction units and equipment suppliers to ensure the project’s progress and quality. During the project commissioning phase, Changling Refining & Chemical Yueyang Engineering Design Co., Ltd. assisted the client in formulating a scientific and detailed commissioning plan. It sent professional personnel and production experts to provide training for the client and to oversee the entire commissioning process, ensuring that the installation was commissioned successfully on the first attempt.
