On December 22nd–23rd, the kick-off meeting for the EPC project to build a 300,000-ton/year caustic soda and 400,000-ton/year polyvinyl chloride production facility at Huayi Qinzhou Chemical New Materials Integrated Base was successfully held at Tianchen Company. Tianchen Company is one of the main design firms in China’s PVC industry. In the tender for the EPC general contracting project of 300,000 tons per year of caustic soda and 400,000 tons per year of polyvinyl chloride at the Huayi Qinzhou Chemical New Materials Integrated Base, Tiantian Company won bids for both the public works and auxiliary facilities section as well as the polyvinyl chloride production unit section. As the main design institute, Tiantian Company has quickly assembled a strong, experienced EPC project execution team. This EPC turnkey project for 300,000 tons per year of caustic soda and 400,000 tons per year of polyvinyl chloride at Hua Yi Qinzhou, undertaken by Tianchen Company, represents another important milestone for the company in its involvement in polyvinyl chloride projects. During the meeting, the technical teams from all parties had thorough exchanges and comprehensive coordination regarding the unified regulations for the project, the main production processes, the layout of the facilities, as well as the tasks and responsibilities of each specialty. With the successful holding of the kick-off meeting, the EPC turnkey project has been fully launched. The Huayi Qinzhou Chemical New Materials Integrated Base’s projects for producing 300,000 tons per year of caustic soda and 400,000 tons per year of caustic soda-based polyvinyl chloride involve a total investment of 4,255,170,000 yuan. Of this amount, 697,911,200 yuan is invested in civil engineering works, while 73,670,000 yuan is allocated to environmental protection measures, accounting for 1.8% of the total project investment. The main products are 50% liquid caustic, 32% liquid caustic, 31% hydrochloric acid, hydrogen, and polyvinyl chloride. The project is scheduled to be completed in 2022. The Huayi Qinzhou Chemical New Materials Integration Base project is located in the Qinzhou Petrochemical Industrial Park, covering an area of about 8,000 mu, with a total investment of around 70 billion yuan. It will be implemented in three phases. It covers four major industrial chains: coal chemical industry, light hydrocarbon cracking, salt chemical industry, and downstream petrochemical industry, involving 40 types of chemical products and 65 sets of processing units. One of these industrial gas island projects, with a total investment of 14.3 billion yuan, is part of the coal chemical industry chain; construction began in November 2017. It produces industrial gases such as hydrogen, syngas, and nitrogen for use by enterprises within the park, as well as chemical products like methanol, ethylene glycol, and acetic acid. The second-phase light hydrocarbon comprehensive utilization project has a total investment of around 20.8 billion yuan. It focuses on ethane cracking and propane dehydrogenation as its core processes, and produces products such as polyethylene, ethylene glycol, ethylene-vinyl acetate copolymer (EVA), acrylates, polyether polyols, caustic soda, and polyvinyl chloride. The main plant area of the project is located in plots 25 and 26 in the Qinzhou Petrochemical Industry Park, to the south of it. The third-phase methanol-to-olefins and downstream processing project has a total investment of around 18.3 billion yuan; it will produce products such as polypropylene, polycarbonate, polymethyl methacrylate, caustic soda, and polyvinyl chloride, with construction set to begin in 2025.
