The design work for the first phase of Shaanxi Yulin Energy Group’s 1.2 million tons per year coal-based ethylene glycol production project began on January 24. The meeting to initiate the design work for the 400,000 tons per year ethylene glycol production unit in the first phase of this project was held in Tianjin at China Tianchen Engineering Co., Ltd. Huang Ye, the deputy chief engineer of Yulin Energy Group Company and director of the Chemical Project Preparation Office, led the team; Bi Yajun and Lu Xuehua, deputy directors of the Chemical Project Preparation Office, Wu Jianzhong, head of the Group’s Engineering Management Department, Shen Yuncheng, the chief engineer of the ethylene glycol project, and other relevant technical staff attended the meeting. The holding of this design kickoff meeting marks the official acceleration of the ethylene glycol project. 　　At the meeting, China Tianchen Engineering Co., Ltd., the general contractor for the project, provided a detailed report on the preparations for the design of the project’s foundation, and identified the matters that need to be addressed as soon as possible at this stage. Representatives from Hualu Engineering and Saiding Engineering stated that they would adhere to a responsible work attitude and a scientific and rigorous design approach, completing all design tasks on time and to the required quality standards, thereby ensuring the quality and progress of this project and making every effort to accelerate the construction of the Yueneng ethylene glycol project. 　　Huang Ye expressed approval of the efforts and preliminary work carried out by various design institutes on this project, and requested that China Tianchen Engineering Co., Ltd. play a leading role in terms of quality and schedule for this project. All parties should work together to turn this project into a high-quality project for Yueneng Group. 　　On January 8, 2019, the launching ceremony for the 400,000-ton/year production phase of the first phase of Yueneng Group’s project for producing 1.2 million tons of ethylene glycol per year was held in the Qingshui Industrial Park of Yushen Industrial Zone, Yulin City, Shaanxi Province. The project is located in the southern area of the Qingshui Industrial Park within the Yushen Industrial Zone in Yulin City. It covers a total area of 1,711 mu, with an estimated investment of 5.8 billion yuan; completion and operation are scheduled for June 2021. Using coal as raw material, this project produces syngas through coal gasification; CO and H2 are separated via gas purification, and ethylene glycol is synthesized indirectly through coupling and hydrogenation, with by-products including DMC, crude ethanol, mixed alcohols, sulfur, liquid oxygen, and liquid nitrogen. 　　On November 30, 2018, the signing ceremony for the design contract of the 400,000-ton capacity phase one project of Yueneng Group’s coal-based 1.2 million tons per year ethylene glycol production facility was held. Huang Ye, the deputy chief engineer of Yueneng Group, signed design contracts on behalf of the group with China Tianchen Engineering Co., Ltd., Hualu Engineering Technology Co., Ltd., and Saiding Engineering Co., Ltd. On May 8, 2018, a review meeting for the feasibility study report was held in Xi’an; the preparation of this report was carried out by Hualu Design Institute. In August 2018, the Chemical Project Preparation Office of Shaanxi Yulin Energy Group Co., Ltd. was established to be responsible for the preparation and advancement of Yueneng Group’s 400,000 tons per year coal-to-ethylene glycol project.
