The Sijian Fuxin coal-to-gas project is entering its final phase. Author/Source: Date: 2019-03-11 Clicks: 6 On March 9, it was learned from the Liaoning Fuxin coal-to-gas project, which is managed by Sijian Company, that since April 2018, the management team at Sijian Company has worked closely with the project’s owners to carry out construction and management tasks, adhering strictly to the overall objectives of the project and advancing its development in an orderly manner. It is reported that the Liaoning Fuxin coal-to-gas project, managed by the Sijian management team, completed the establishment of the IPMT project management organization in April 2018; the contractor and supervision organizational structures were basically set up in May; a construction peak was reached on site in June; and comprehensive rectification efforts were carried out in July, resulting in further improvements in safety and quality management capabilities. Over the past year, phase-wise progress has been made in project construction while ensuring safety and quality. On July 31, the Bai Shui Project and the power coal transportation system were handed over and ready for operation ； In August, the raw water treatment plant, demineralized water plant, and air separation cycle water system were ready for operation ； On September, the power restoration at the 220kV substation was completed, and the topping out of Tower No. 1 for desulfurization was finished ； In October, the ignition and soot-blowing of Boilers No. 3 and No. 4 in Unit 10 were completed, and the railway project was handed over ； Completion of roof capping for Desulfurization Tower No. 2 in November ； In December, the plant’s flare system was handed over, and the accident slag disposal site is ready for handover. 50% of the pipeline pressure testing for the main process units has been completed; the civil work and underground piping for the wastewater treatment facility are nearly finished, and the gas pipeline project is progressing at an accelerated pace. It is understood that the construction scale of the Liaoning Datang Fuxin coal-to-natural gas project is an annual production of 4 billion cubic meters of natural gas, with construction planned in three phases; the output of the first phase is 1.33 billion cubic meters per year. Based on the financial and economic benefit analysis of the already completed Phase 1 project and the yet-to-be-built Phases 2 and 3 coal-to-natural gas projects, it is planned to build upon Phase 1 by optimizing the existing facilities, making maximum use of the already constructed off-site and auxiliary infrastructure. The scale of new investments will be strictly controlled, with as few changes as possible to the existing plants, in order to achieve the greatest benefits with minimal additional investment. It is planned to add a cryogenic separation unit with an annual capacity of 409,594 cubic meters, a PSA hydrogen production system with an annual capacity of 80,000 cubic meters, an ethylene glycol production unit with a capacity of 40 tons per hour, and four sets of equipment for methanol synthesis and distillation with an annual capacity of 780,000 tons. These facilities will be used to produce methanol, ethylene glycol, and natural gas products. The current management team of the Liaoning Fuxin Project Management Department of Sijian Company is distributed across five functional departments: the General Manager’s Office, the Engineering Construction Department, the Planning and Finance Department, the Supply and Marketing Management Department, and the Safety, Health, and Environment Department, as well as six project teams responsible for gasification, synthesis, power generation, utilities, external facilities, and overall plant informatization ； Under the leadership of the IPMT management team at Datang Fuxin Company, responsibilities were diligently fulfilled throughout the entire project construction process, covering aspects such as schedule, safety, quality, construction, and procurement, thereby ensuring effective project process control. It is reported that the overall plan for the project in 2019 was to complete all tasks by June 30, with qualified natural gas to be produced by August 30. At present, the coal-to-gas project in Fuxin, Liaoning is in a critical phase of pipeline pressure testing and instrument installation and commissioning, with comprehensive progress being made in the tasks of three inspections and four determinations, individual unit testing, and the commissioning of utility systems.
