In order to thoroughly implement the decisions and arrangements put forward by the Shanxi Provincial Party Committee and the provincial government regarding epidemic prevention and control, as well as to carry out the spirit of the provincial conference on project construction and investment attraction, the Infrastructure Key Projects Department of the Provincial Development and Reform Commission, in accordance with the specific instructions of the party group of the commission, has ordered all localities to actively promote the resumption of work on provincial key projects, while simultaneously ensuring effective epidemic prevention and control measures. As of February 17, a total of 6 provincial key infrastructure projects, including the Taiyuan Rail Transit Line 2 project, had resumed work across the province. It is understood that on February 4, the Provincial Development and Reform Commission issued a notice titled \"On Reviewing the Status of Commencement and Resumption of Construction for Provincial Key Projects in 2020 (First Quarter)\\", which provided a comprehensive overview of the progress regarding 170 such provincial key projects: among them, 131 projects were under construction, with 113 scheduled to resume work in the first quarter (accounting for 86%), and 18 projects planned to resume work in April ； 39 new projects are planned, with 8 scheduled to start in the first quarter (accounting for 20%), while the remaining 31 are set to begin in the second and third quarters. On February 13, a notice titled “On Further Improving the Work on Current Key Projects” was issued, requiring that, while carrying out epidemic prevention and control measures, there should be a greater sense of responsibility, urgency, and mission regarding the resumption of work on key projects. It is necessary to boost confidence, set clear timelines, organize tasks efficiently, and advance work in stages, in order to promote the resumption of work on provincial-level key projects in an orderly and timely manner. Starting from February 15, a daily monitoring and weekly reporting system will be implemented for ongoing projects and newly launched projects, in order to keep track in real time of the progress regarding the commencement and resumption of key provincial-level projects. As of February 17, a total of 6 key provincial-level projects across the province had resumed work. These include: the Jinguang Smart Manufacturing Technology Industrial Park project in Zezhou County, Jincheng City; the coalbed methane extraction project in the southern area of the Mabi block in the Qinsui Basin; the Taiyuan-Jiaozuo intercity railway project; the Taiyuan Rail Transit Line 2 project; the Shanxi Zhendong Health Industry project in Changzhi County; and the gasification upgrade project at the Bagong Park of Shanxi Lantian New Energy Chemical Co., Ltd.
