On December 13, the management consultation service contract for the first phase of Inner Mongolia Beikong Jingtai Energy Development’s 4 billion cubic meter coal-to-natural gas project in Ordos was officially signed. The project management consulting firm is the Project Management Company of Sinopec Fourth Construction Co., Ltd. It is reported that the estimated value of this management consulting service contract is 38.73 million yuan, with the service period running from March 2018 to June 2021. At the signing ceremony, Yao Qing, General Manager of Inner Mongolia Beikong Jingtai Energy Development Co., Ltd., announced that Beikong Ordos’ 4 billion cubic meter coal-to-natural gas project was approved in May 2017, and that from now on, all the conditions for the full launch of this project are met. On September 15, 2017, the launching ceremony for the construction of a demonstration project for coal-to-natural gas production with an annual capacity of 4 billion standard cubic meters was held in the Dalu Industrial Park in Zhungeer Banner, Ordos, by Inner Mongolia Beikong Jingtai Energy Development Co., Ltd. The 4 billion cubic meter coal-to-natural gas project of Inner Mongolia Beikong Jingtai Energy Development Co., Ltd. is located in the western section of the South Industrial Zone in Dali Industrial Park, Zhungeer Banner, Ordos City, Inner Mongolia Autonomous Region, covering an area of 262.17 ha. This project is a large-scale coal chemical complex funded by Inner Mongolia Beikong Jingtai Energy Development Co., Ltd. at a cost of 28.3 billion yuan. It uses local coal from Ordos as raw material and employs a gasification technology that combines pressurized gasification of pulverized coal with pressurized gasification of crushed coal. The syngas undergoes conversion and purification processes to achieve the desired hydrogen-to-carbon ratio for synthetic methane; after methanation, compression at the first processing station, and dehydration, it is sent through natural gas transmission pipelines to end-users. The project produces 4 billion cubic meters of natural gas per year, which is primarily supplied to cities in Beijing and its surrounding areas, while also contributing to the replacement of clean energy sources in Zhenggeer Banner. In May 2017, the demonstration project of Inner Mongolia Beikong Jingtai Energy Development Co., Ltd., which aims to produce 4 billion standard cubic meters of coal-derived natural gas per year, received formal approval from the **National Development and Reform Commission (Document No. FGNY [2017] 942), allowing the project to proceed with construction. Approved by the Ministry of Environmental Protection for environmental impact assessment in April 2016 ; In March 2013, it received approval from the **National Development and Reform Commission (Document No. NEE664). In July 2017, Beijing BEC Energy Investment Co., Ltd. and China Aerospace Changzheng Chemical Engineering Co., Ltd. signed a cooperation agreement for the Ordos coal-to-natural gas project. Under the agreement, the two parties will jointly build the \"4 billion cubic meter coal-to-natural gas project of Inner Mongolia Beikong Jingtai Energy Development Co., Ltd.\" Among them, the coal-to-syngas unit is invested in, constructed, and operated by the Aerospace Engineering Company. The aerospace engineering company will use space-based pressurized coal gasification technology to produce syngas, which will then be converted into natural gas by Beijing Enterprises Energy Company, and finally transported to Beijing and surrounding areas via CNPC’s pipelines.
Coal-to-gas projects have high costs; they can’t be compared to natural gas, and their profitability is uncertain.

It is a large-scale coal chemical project worth 28.3 billion yuan, with a contract duration of 39 months; the price of the PMC service contract is 38.73 million yuan, which amounts to only 33,000 yuan per day on average. If the number of PMC service personnel is calculated at 30, it amounts to only 1,100 yuan per person. For such a large project, 30 people are clearly far too few to manage it effectively. It’s unclear whether the contract price was set too low by Beijing Enterprises or if Sinopec Fourth Construction had other motives; in any case, it’s highly abnormal.
