Bid Invitation for Lithium Bromide Units in the Energy Saving and Carbon Reduction Project of Yunnan Shuifu Yuntianhua Ammonia Synthesis Plant – Author/Source: Date: 2022-11-11; Clicks: 34. II. Bid Content and Qualification Requirements 2.1 Scope of the bid: Purchase of lithium bromide units; for detailed information, please refer to Chapter 5 “Technical Requirements” of the bid documents. 2.2 Qualification review method: post-qualification review. 2.3 Source of funds: Self-funded; the funds have been secured. 2.4 Delivery time: 90 calendar days after the contract is signed. 2.5 Delivery location: The production site of Yunnan Shuifu Yuntianhua Co., Ltd. in Shuifu City, Yunnan Province. 2.6 Qualification requirements: 2.6.1 The bidder shall be a legal person or other organization registered within the People’s Republic of China, holding a valid business license, and possessing the right to enter into contracts independently as well as the capacity to fulfill such contracts. Bidders must provide a copy of their business license. 2.6.2 Qualification requirements: Bidders must be professional manufacturers of lithium bromide units. 2.6.3 Performance requirements: Provide more than 5 performance contracts for lithium bromide units of the same type from the past three years (from January 1, 2019 to the present) (1 contract counts as 1 instance; contract documents must be provided) ； If the bidder fails to provide such evidence or the provided evidence fails to demonstrate compliance with the aforementioned performance requirements, it will be considered invalid performance, and the bid will be rejected. 2.6.4 Safety, environmental protection, and health requirements: Bidders must commit that no industrial safety accidents of moderate severity or above, no serious environmental incidents, and no quality accidents of significant severity or above occurred between January 1, 2019, and the bid submission deadline ； It has a comprehensive safety supervision and management organization, an HSE or occupational health and safety management system, as well as adequate resources for safe production. 2.6.5 Financial Requirements: 1) Audit Reports: The bidder must possess the financial capacity necessary to fulfill the contract. The bidder shall provide clear audit reports and financial statements for the most recent three consecutive years (2019–2021). The audit reports must bear the official seal of the accounting firm as well as the signature of the certified public accountant, while the financial statements (balance sheet, income statement, statement of owners’ equity if applicable, cash flow statement) must be stamped by the accounting firm. If the local accounting association of the province’s capital has specified that audit reports requiring anti-counterfeiting marks must include clear anti-counterfeiting codes, then such codes must be provided. If there is a discrepancy between the figures at the end of the previous year and those at the beginning of the current year in the financial statements, relevant notes to the statements must be provided. If the bidder was established after 2019, the actual number of years since establishment shall be provided. 2) Credit certificate: The bidder shall provide an original credit certificate issued by the bank holding the company’s basic account within one month prior to the bid opening date, or a copy of such original document; the copy must be stamped or accompanied by a statement stating that it is identical to the original. 3) Tax payment certificate: A certificate showing the company’s tax payments for the past three years (2019–2021), which must bear the **Tax Administration Bureau’s seal for tax receipts as well as an anti-counterfeiting code. If the bidder was established after 2019, the actual number of years since establishment shall be provided. 4) Taxpayer qualification proof: Provide the relevant certification materials indicating status as a general VAT taxpayer. 5) Social insurance certificate: The bidder shall provide proof of social insurance contributions for the company over the past three years (2019–2021), which must bear the seal of the social insurance authority as well as an anti-counterfeiting code. If the bidder was established after 2019, the actual number of years since establishment shall be provided. 2.6.6 Legal persons, other organizations, or individuals who have an interest relationship with the tenderer that may affect the fairness of the bidding shall not participate in the bidding ； Different entities that have the same person in charge of them, or that are in a relationship of control or management, shall not submit bids for the same bid section, nor for the same tender project that has not been divided into bid sections. 2.6.7 Submissions from agents are not accepted for this project, subcontracting is not permitted, and joint bids are not accepted. III. Acquisition of Tender Documents 3.1 Time for obtaining tender documents: From November 9, 2022, to November 16, 2022, Beijing time, from 8:30 to 11:30 every day, and from 13:30 to 17:30 in the afternoons. 3.2* The price of each tender document is 1,000 yuan, and no refund will be provided after purchase. *IV. Submission of Bid Documents 4.1 The deadline for submitting bid documents is from 09:30 to 10:00, Beijing time, on November 30, 2022 ； The deadline for submitting bid documents (the bid closing time) is 10:00 on November 30, 2022, Beijing time, for submission*.
